Role Description

Rocketdyne is seeking to hire a Government Compliance Lead. This role will be based Remotely.

Lead, Government Compliance, Rates & Budgets serves as the CAS segment lead for the Space Propulsion and Power Systems (SPPS) division. This role ensures compliance with all applicable federal government regulations (FAR, DFARS, CAS) and company policy; leads indirect rate development and submission, supports annual budget and joint strategic planning; and acts as primary liaison to DCMA and DCAA. Responsibilities also include coordinating Disclosure Statement preparation, maintenance, and updates, along with managing Cost Accounting Practice changes to ensure consistent application across the business. This role will provide subject matter expertise across government contracting, pricing, cost accounting standards, and business systems, driving process improvements while strengthening internal controls throughout the company.

This role reports to the Director, Government Compliance.

Essential Functions:

  • Lead all government compliance, indirect rates, and budgeting activities for the SPPS CAS segment ensuring adherence to FAR / DFARS / CAS and company policies.
  • Prepare, analyze, and submit annual Incurred Cost Proposals and rate packages.
  • Develop and maintain policies related to compliance, rate management and unallowable cost guidance.
  • Conduct internal compliance reviews and audits; identify risks and process improvement opportunities.
  • Partner with Business Finance to support enterprise-wide budgeting, consolidation, and reporting.
  • Act as primary interface with DCMA / DCAA / NASA, for FPRPs, FPRRs, FPRAs, Disclosure Statement updates and Business System audits.
  • Provide subject matter expertise on new regulations, cost accounting standards, and compliance requirements.
  • Work cross-functionally (Contracts, Program Finance, Operations, Legal) to support proposal pricing and contract administration.
  • Support government-led Business System audits by conducting risk assessments, performing audit fieldwork, and preparing responses to audit findings (SOCARs). Partner with process owners to develop, track, and implement corrective action plans to ensure timely and compliant resolution.
  • Coordinate with multiple departments to meet audit deliverables to Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) during business system audits. Involved in tracking and monitoring requests from and responses to audit agencies in a timely manner to ensure compliance with requests for information.
  • Maintain audit documentation, workflows, test plans, and results using established tools/databases.
  • Lead or support cross-functional initiatives related to systems enhancements, processes, acquisitions, or operational improvements.

Qualifications

  • Bachelor’s Degree and a minimum of 9+ years relevant experience; Graduate degree with 7+ years; or 13+ years experience in lieu of degree.

Requirements

  • Deep knowledge of FAR, DFARS, CAS, Incurred Cost Proposals, and DFARS Business Systems.
  • Experience in project management, audit support, compliance reviews, internal controls, or cost accounting.
  • Preferred experience with GAAP, PCAOB, GAAS, IIA standards, and SOX controls.
  • Strong analytical and organizational skills; ability to manage multiple priorities independently.
  • Excellent communication skills (written, verbal, presentation).
  • Strong analytical, organizational, and problem-solving skills with a high level of accuracy and attention to detail.
  • Strong computer skills in Outlook, Word, and Excel; experience with ERP (Oracle) and Hyperion preferred.
  • Demonstrated ability to work independently, manage competing priorities, exercise sound judgment, and influence stakeholders across functions.
  • Excellent written, verbal, and presentation skills.
  • Experience using reporting tools, automation, and AI-enabled technologies to improve efficiency and decision-making.
