Role Description

The Compliance Investigator II contributes to Division efforts to encourage and investigate licensee compliance with Colorado Marijuana Statutes and Regulations. This position conducts outreach with Industry licensees and stakeholders to encourage and assist with strict compliance with Division Statutes and Regulations.

  • Uses a risk-based analytical process to identify licensed businesses for prioritized inspections.
  • Conducts proactive monitoring and engagements to evaluate compliance.
  • Conducts complex investigations into the actions of licensees to determine if recommendations for administrative/disciplinary action are warranted.

Job Duties

  • Compliance Investigations & Enforcement:
    • Conducts offsite/onsite monitoring and inspections of Regulated Marijuana Businesses.
    • Monitors those with previous non-compliance history.
    • Supports and conducts prioritized investigations into youth access and product safety related cases.
    • Applies standard fact-finding analysis and specialized investigative techniques.
    • Develops intervention strategies to achieve immediate onsite correction and long-term compliance.
    • Delivers clear, concise, accurate, and factual summaries of inspection results.
  • Proactive Monitoring & Risk-Based Analysis:
    • Contributes to the development and implementation of a risk-based process.
    • Leverages technology and resources to analyze data and identify licensees at risk for non-compliance.
    • Develops investigative and operational plans to monitor and conduct inspections.
    • Utilizes inventory tracking systems and licensing databases for compliance monitoring.
  • Educational Outreach & Resource Development:
    • Contributes to the development of educational resources and guidance documents.
    • Conducts site visits to explain complex rules and evaluate compliance.
    • Engages with stakeholders to identify common challenges with regulations.
    • Supports implementation of new Colorado Marijuana Laws and Regulations.
  • Specialized Focus: Testing, Adverse Health & Inventory Tracking:
    • Monitors testing compliance for licenses in the designated area of responsibility.
    • Contributes to complex investigations related to adverse health events and testing compliance.
    • Conducts site visits verifying compliance with corrective action procedures.

Qualifications

  • Six (6) years of relevant experience in criminal or compliance investigative experience in a regulatory environment.
  • A combination of related education and experience equal to six (6) years in fields such as business administration, public administration, criminology, criminal justice, and related areas.

Preferred Qualifications

  • Experience interpreting and applying statutes, rules, and regulations.
  • Experience in a highly regulated industry prioritizing public health and safety.
  • More than the required minimum experience in professional investigative and/or compliance experience.
  • Experience in the public sector or interacting with government agencies.
  • Proficiency in Google Suite and Microsoft Word and Excel.
  • Excellent oral and written communication and interpersonal skills.

  • Must file all necessary Colorado Individual Income Tax returns and pay tax obligations.
  • Must undergo a successful background investigation and reference check prior to appointment.
  • Must maintain a safe driving record and valid driver license if required to drive a State-owned vehicle.
