Role Description

The Public Service Commission (PSC) is seeking a qualified candidate for the position of Utility Technical Consultant with risk assessment capabilities. This position is located in Salt Lake City, Utah.

You will actively support the Public Service Commission of Utah (PSC) and the decisions of the PSC’s commissioners to ensure just and reasonable rates by:

• Reviewing and analyzing utility filings
• Providing technical analysis of the supporting accounting, financial, and other data filed by regulated public electricity, gas, telecommunications, water, and wastewater companies
• Providing summaries of testimony, annual reports, comments, and opinions as requested
• Testing utility models against the PSC models to ensure accuracy of the materials filed
• Responding to questions related to the filings and performing research when issues arise

Principal Duties include:

• Examining regulated company reports, records, and books; analyzing, evaluating, and interpreting accounting, statistical, and financial information
• Monitoring financial and administrative activities of regulated companies
• Planning, conducting, and coordinating audits
• Providing summaries of party positions taken in testimony at public hearings to commissioners
• Verifying mathematical and accounting accuracy of company reports
• Writing memos and reports and performing assigned special projects
• Conducting independent research to analyze, examine, organize, document, and establish regulatory positions
• Examining, evaluating, and preparing engineering-economic cost studies
