Role Description

The Supervisor, Network Construction is responsible for leading and developing a team of Fiber Construction Managers to ensure the successful execution of fiber network construction projects within an assigned geographic area. This role provides operational oversight of construction activities, resource allocation, vendor performance, project schedules, financial management, and key performance indicators (KPIs) to ensure projects are delivered safely, on time, within budget, and in accordance with company standards.

• Working closely with the Manager of Fiber Construction to support strategic and operational initiatives.
• Driving process improvements and collaborating with cross-functional teams, including Engineering, Network Operations, Field Operations, Permitting, and Change Management.
• Maintaining construction quality, improving operational efficiencies, developing team capabilities, and supporting the continued expansion and reliability of the fiber network.

NOTE: This role works remote within the Arizona Region. The Ideal candidate will be located in Arizona today.

Key Responsibilities

• Team Leadership and Development:
  • Supervise, mentor, and develop a team of Fiber Construction Managers.
  • Establish team priorities, assign workloads, and ensure appropriate allocation of resources.
  • Identify skill gaps, coordinate training initiatives, and support career development.
  • Foster a culture of accountability, collaboration, safety, operational excellence, and continuous improvement.
• Construction Operations and Project Execution:
  • Oversee daily fiber construction activities to ensure projects are completed on schedule and within budget.
  • Provide oversight of construction planning, site reviews, resource scheduling, and contractor performance.
  • Ensure construction projects are accurately documented in project management systems.
  • Coordinate with stakeholders to address project dependencies and resolve challenges.
  • Support the development and execution of construction plans and permitting requirements.
• Financial and Performance Management:
  • Support the Manager of Fiber Construction in monitoring capital and operating expenditures.
  • Monitor project budgets, construction costs, and resource utilization.
  • Track, analyze, and report operational KPIs related to project delivery and performance.
  • Identify performance gaps and implement process improvements.
• Vendor and Stakeholder Management:
  • Oversee external construction vendors and contractors for adherence to requirements.
  • Participate in vendor evaluations and ongoing performance assessments.
  • Collaborate with utility providers and municipalities to facilitate approvals.
  • Maintain effective communication with internal teams.
• Quality, Compliance, and Continuous Improvement:
  • Ensure compliance with company construction standards and regulatory requirements.
  • Promote safe construction practices and accountability for quality.
  • Identify opportunities to standardize workflows and improve processes.
  • Stay informed of emerging technologies and industry practices.

Qualifications

• Bachelor's degree in Construction Management, Engineering, Telecommunications, Business Administration, or a related field, or equivalent experience.
• Minimum of five (5) years of experience in telecommunications or related project management.
• Minimum of two (2) years of experience in a supervisory or construction management capacity.
• Demonstrated experience overseeing multiple construction projects.
• Working knowledge of fiber optic network construction methods and permitting processes.
• Experience managing construction vendors and project budgets.
• Understanding of CAPEX and OPEX management.
• Strong leadership, coaching, communication, and problem-solving skills.
• Proficiency with project management tools and Microsoft Office applications.
• Ability to interpret construction drawings and engineering specifications.

Preferred Qualifications

• Experience supervising geographically dispersed construction teams.
• Familiarity with aerial and underground fiber construction and municipal permitting.
• Knowledge of utility coordination processes, including One Touch Make-Ready programs.
• Experience supporting large-scale fiber network expansion.
• Demonstrated success in implementing operational improvements.
• Familiarity with telecommunications network operations and change management processes.
• Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.
