[Hiring] Senior Sourcing and Contracting Manager @Presbyterian Healthcare Services

Role Description

We are seeking a skilled Senior Sourcing and Contracting Manager. The Sourcing and Contracting Manager Senior position is responsible for strategic planning for all supplies and purchased services categories utilized by PHS enterprise-wide perioperative operations.

• Proactively identify opportunities for improved clinical outcomes and cost savings.
• Forecast supply and services utilization.
• Address new supplies and services requests from PHS surgeons, physicians, and clinical staff.
• Coordinate critical process changes related to supplies and purchased services.
• Manage expiring contracts.
• Utilize and enforce the VAT seven-step process to optimize each initiative.
• Chair the Periop Value Analysis Team (VAT) and lead critical thinking and strategic planning.
• Engage Perioperative clinical and operational leadership to drive consensus and standardization.
• Execute VAT initiatives in a timely and cost-effective manner.
• Conduct analytics and engage users/stakeholders to validate specifications and expectations.
• Draft and manage RFIs and RFPs; analyze results and provide recommendations.
• Draft contracts, negotiate with suppliers, and plan implementation/conversion of new suppliers.
• Manage new products/services requests and conduct industry research and clinical studies.
• Engage leadership to review clinical needs and lead discussions with physician requesters.
• Support Senior Executive Leadership to drive cost savings and quality enhancement initiatives.

Qualifications

• Bachelor degree required; 6 years of additional experience can be substituted in lieu of degree.
• MBA preferred.
• 5 years experience in healthcare supply chain information or industry-related supply chain experience.
• 5 years experience specific to Peri-Op healthcare Value Analysis, negotiating, contracting, purchasing, or related fields.
• Must have Peri-Op product knowledge and be capable of high financial analytics.
• Must complete certification in one or more of the following areas within one year from date of hire: CPSM, Lean/Six Sigma, Project Management, or other related fields.

Requirements

• Lead tactical and strategic negotiations.
• Understand and articulate the financial aspects of high-cost supplies.
• Coordinate with PHS Population Health to conduct analyses and scenario modeling.
• Document strategy for Perioperative supplies and services category management.
• Manage relationships with suppliers and hold them accountable to contractual obligations.
• Track and monitor contract rebates and conditions for rebate enhancements.
• Support evaluation, selection, negotiations, and procurement of Capital Equipment.
• Ensure compliance with all Federal and State healthcare regulations and PHS Policies and Procedures.
• Optimize the use of Lawson and available technologies.
• Support Supply Chain Formulary enforcement and address back-orders, stock-outs, and recalls.
• Provide day-to-day oversight and management duties related to the Peri-Op Sourcing & Contracting Specialist position.
