Role Description

Falcon IT & Staffing Solutions is recruiting a Sr. Business Process Analyst (MCCF – Healthcare Systems) for a Department of Veterans Affairs (VA) program. This role offers a significant growth opportunity for an experienced analyst to support continuous process improvement, organizational transformation, cloud modernization, change management, performance measurement, and customer-focused delivery.

The Sr. Business Process Analyst will serve as a trusted advisor to VA stakeholders and work independently at scale to:

• Analyze current business operations
• Identify gaps and improvement opportunities
• Define future-state processes
• Support the implementation of sustainable, measurable solutions

The successful candidate will collaborate with various teams to ensure process improvements align with organizational objectives, applicable policies, Federal requirements, and quality standards.

Qualifications

• Bachelor’s degree + 20 years of relevant experience, or master’s degree + 10 years
• U.S. citizenship and the ability to obtain and maintain a Public Trust

Requirements

• Expertise in continuous process improvement, organizational redesign, change-management initiatives, performance measurement, and business-process analysis
• Define, document, and maintain business processes, policies, roles, responsibilities, performance metrics, controls, and supporting procedures
• Conduct current-state analysis to understand existing workflows, operating models, systems, process dependencies, pain points, and performance constraints
• Perform gap analyses, benchmarking, best-practice identification, organizational assessments, and related analytical activities
• Design future-state business processes, operating models, workflow improvements, transition approaches, and change-management strategies
• Develop and implement process-improvement plans that support organizational goals, customer requirements, cloud modernization, and operational efficiency
• Interface with stakeholders to gather information, validate findings, and coordinate process improvements
• Provide oversight for the development and maintenance of quality programs, systems, processes, procedures, and performance measures
• Interpret and apply applicable policies, regulations, governmental requirements, and agency guidelines
• Work with operating entities and delivery teams to provide continuous-process-analysis oversight
• Coordinate with business and technology teams to elicit, document, prioritize, and validate requirements
• Conduct client interviews, stakeholder workshops, requirements-gathering sessions, and process-review meetings
• Develop and deliver presentations, process-improvement briefings, training courses, and workshops
• Perform cost-benefit analyses, impact assessments, risk analyses, and feasibility evaluations
• Apply Agile and Scaled Agile Framework (SAFe) principles and practices
• Develop business requirements, user stories, use cases, functional specifications, workflow diagrams, process maps, and related analysis artifacts
• Use business-modeling techniques to communicate current-state and future-state processes
• Develop data-driven insights using analysis and reporting tools
• Use project-management and tracking tools to support planning, prioritization, dependencies, milestones, risks, and delivery status
• Independently determine and develop approaches to complex process, operational, and business problems
• Provide technical direction, mentoring, and guidance to junior analysts and team members
• Represent the team during customer engagements
• Support multiple concurrent projects and workstreams while meeting deadlines
• Stay current with industry trends, emerging technologies, and applicable regulations

Desired Skills and Experience

• Experience supporting VA, Department of Defense, or other Federal government programs
• Experience supporting cloud modernization, cloud-migration, enterprise transformation, or large-scale process-improvement initiatives
• Experience supporting healthcare, healthcare interoperability, clinical systems, benefits systems, or other regulated healthcare environments
• Experience with FHIR, HL7, or EDI X12 transactions
• Experience facilitating Lean, Six Sigma, or similar continuous-improvement initiatives
• Experience supporting quality-management systems, process compliance, audit readiness, and performance-management programs
• Advanced certifications such as CBAP, PMP, Six Sigma, Certified ScrumMaster (CSM) or SAFe Scrum Master (SSM)

Education and Experience

• Bachelor’s degree in Engineering, Business, Information Technology, Management, or a related scientific or technical discipline and 20 years or more of relevant experience; or a master’s degree in an applicable discipline and 10 years or more of relevant experience
• Proven track record of successfully leading and delivering complex business-process, operational-improvement, transformation, or technical projects
• Experience working across multiple industries, operating environments, or functional domains is beneficial
• Experience supporting complex, regulated enterprise or Federal environments is preferred
