Role Description

The assignment supports the development of a proposal under the USDA McGovern Dole International Food for Education and Child Nutrition Program, which aims to reduce hunger and improve literacy, nutrition and primary education outcomes for school age children through integrated school feeding and related interventions.

The purpose of this assignment is to engage a consultant to support the technical and strategic review of proposals developed by the Country Office, ensuring internal consistency, clarity of narrative, programme impact, and alignment with donor-established criteria, thereby contributing to the submission of strong and competitive proposals.

Where relevant, the consultant will also support the consolidation and refinement of Country Office inputs to ensure that full proposals comply with donor requirements, including USDA Notice of Funding Opportunity (NOFO) specifications and strict page length limitations.

Accountabilities/Responsibilities

  • Review proposal drafts prepared by the Country Office, focusing on quality, coherence and internal consistency.
  • Assess alignment with donor technical, strategic and evaluation criteria.
  • Analyse programme logic, impact narrative and the robustness of results frameworks.
  • Verify the articulation between objectives, activities, results, indicators, budget and narrative.
  • Provide concrete and actionable recommendations to strengthen proposal competitiveness.
  • Ensure clear, compelling and results-oriented language for donor audiences.
  • Ensure coherence with WFP corporate and Country Office priorities.
  • Consolidate comments and recommendations in coordination with technical and partnerships teams.
  • Other as required in alignment with TOR.

Deliverables at the End of the Contract

  • Technical and Strategic Proposal Review Report:
    • Internal coherence and narrative consistency.
    • Clarity and robustness of the programme logic.
    • Alignment with donor evaluation criteria, priorities and expectations.
    • Articulation between objectives, activities, results, indicators and budget.
  • Consolidated Comments and Recommendations Matrix:
    • Organised by proposal sections (e.g. context, programme approach, results, management, budget), clearly indicating priorities for revision.
  • Revised and Strengthened Proposal Version:
    • Clarity and flow of language.
    • Impact focus, results orientation and value proposition.
    • Coherence across key sections.
    • Alignment with the donor’s technical and strategic criteria.
  • Final Feedback Notes:
    • Highlighting key strengths, identified risks and final, prioritised recommendations to enhance competitiveness prior to submission.

Qualifications

  • Education: Advanced university degree in International Relations, International Affairs, Development Studies, Public Policy, Economics, Communications, or a related field relevant to international development and humanitarian assistance.
  • Experience: Proven experience in reviewing, evaluating or developing proposals in humanitarian and/or development contexts.
  • Experience in proposal development and donor facing documentation within international development and humanitarian contexts, with a proven track record of supporting resource mobilisation.
  • Proven experience working with multilateral organisations, bilateral donors, international NGOs and government counterparts, including engagement at senior technical and policy levels.
  • Demonstrated ability to align programme priorities, financing instruments and donor requirements, and to articulate clear and compelling value propositions in complex institutional environments.
  • Demonstrated knowledge of bilateral and multilateral donors and their evaluation mechanisms.
  • Strong analytical skills with the ability to provide clear, actionable recommendations.
