Role Description

We are seeking a Proposal Coordinator to join our Headquarters team. The successful candidate will have outstanding skills and will be committed to working with others to deliver best in class, unparalleled excellence in customer service and satisfaction.

The Proposal Coordinator supports the Business Development and Capture Team and is responsible for coordinating end to end proposal development efforts while actively managing and maintaining the company’s opportunity pipeline. This position functions as an extension of senior capture and proposal leadership, ensuring disciplined proposal execution, pipeline visibility, and compliance with federal acquisition requirements. The incumbent supports Federal Government proposal efforts across DoD and civilian agencies and works closely with capture managers, subject matter experts (SMEs), leadership, and external partners to deliver high quality, compliant proposals.

Duties/Responsibilities

  • Coordinate and manage the full proposal life cycle for Federal Government solicitations (RFPs, RFQs, RFIs, Sources Sought), from receipt through submission.
  • Develop and manage proposal schedules, compliance matrices, outlines, and review cycles (Pink, Red, Gold).
  • Track milestones, deliverables, deadlines, and action items to ensure on time, compliant submissions.
  • Coordinate internal reviews and comment adjudication using Microsoft Word and collaboration tools.
  • Work with internal stakeholders and subcontractors to gather required inputs, resumes, past performance, and certifications.
  • Draft, edit, and format proposal content, including executive summaries, management approaches, technical narratives, and staffing sections.
  • Ensure proposal narratives are compelling, compliant, concise, and aligned with evaluation criteria (Section L and Section M).
  • Integrate inputs from subject matter experts into unified, evaluator focused proposal content.
  • Maintain version control and configuration management throughout proposal development.
  • Manage proposal production activities, including formatting, graphics coordination, pagination, file naming, quality checks, and final assembly.
  • Coordinate desktop publishing and graphics activities to ensure consistent branding and professional presentation.
  • Prepare proposals for submission via government portals (e.g., SAM.gov, Symphony, DMP, email, or agency specific portals).
  • Perform final quality assurance checks (compliance, formatting, hyperlinking, bookmarks).
  • Maintain and manage the opportunity pipeline, including tracking opportunities from identification through award.
  • Update and maintain pipeline data in CRM or tracking systems, ensuring accuracy and leadership visibility.
  • Assist capture leadership with gate reviews, opportunity assessments, and bid/no bid preparations.
  • Track teaming partners, NDAs, exclusivity agreements, and capture milestones.
  • Support market research and opportunity shaping activities.
  • Develop and maintain proposal libraries, templates, reusable content, past performance databases, resumes, and reference materials.
  • Capture lessons learned and best practices following submissions to continuously improve proposal processes.

Qualifications

  • At least (2) years of specialized experience equivalent to the next lower grade level, which includes:
    • Coordinating Federal Government proposals or similar complex technical documents.
    • Supporting or managing proposal schedules, compliance matrices, and reviews.
    • Working with government RFPs and FAR based solicitations.
    • Producing compliant, professionally formatted proposal deliverables.
  • Strong project and time management skills with the ability to manage multiple concurrent deadlines.
  • Excellent written and verbal communication skills with demonstrated attention to detail and compliance.
  • Ability to work independently in a fast paced proposal environment.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Experience with Adobe Acrobat (Professional); familiarity with graphics tools preferred.
  • Familiarity with proposal management tools, SharePoint, or CRM systems preferred.
  • Must be a U.S. Citizen and must possess a valid driver’s license.
  • Ability to obtain a Secret security clearance; active clearance preferred.
  • Some travel is required in support of proposal activities, meetings, or capture events.
  • Bachelor’s degree in English, Communications, Marketing, Business, or a related field. (Equivalent experience may be considered).
