[Hiring] NetZeroCities Procurement Officer @Climate KIC

Role Description

The NetZeroCities (NZC) project is designed to help cities overcome structural, institutional, and cultural barriers to achieve climate neutrality by 2030. The Procurement Officer will develop and maintain a strong legal and procurement framework, ensuring compliance and ethical business practices.

• Stakeholder engagement with NZC consortium partners, suppliers, and city stakeholders at all stages of planning and delivery.
• Support NZC teams with procurement planning and budgeting for greater visibility and efficiency in tender management.
• Review technical scopes and specifications and convert them to tender documentation.
• Manage tendering procedures in compliance with EU public procurement principles and Climate KIC policy.
• Oversee the evaluation process, with Legal & Procurement as an escalation point.
• Manage contract awards and draft/revise contract documentation using templates.
• Handle contract management throughout the lifecycle and invoice processing, managing risks and relations with partners and suppliers.

Qualifications

• A degree in a relevant field or demonstrable experience in procurement.
• A degree or experience in public administration, general public law, EU law, law and economics, or related fields.
• Solid understanding of National Public Procurement laws and/or EU Procurement Directives (2014/24/EU).

Requirements

• 2-3 years of relevant experience in managing public procurements, particularly in ICT, consultancy, professional services, and communications contracts.
• Experience in drafting technical documentation, requests for proposals, and contracts.
• Proven experience with international organizations, especially EU institutions, national public bodies, NGOs, or consultancies managing EU funds.
• Fluency in English; fluency in another European language is preferred.
• Functional knowledge of collaborative IT applications (e.g., Office365, Microsoft Teams, Notion, Miro, Zoom, Smartsheet, Mentimeter).
