Role Description

Under the Kigoma Regional Secretariat and UNICEF, and in close collaboration with the PMO-RALG, the consultant will provide technical assistance to develop a five-year costed Kigoma Multisectoral Nutrition Strategy and response plan. The assignment will involve:

  • Reviewing the regional nutrition situation.
  • Analyzing the key determinants of malnutrition.
  • Facilitating stakeholder consultations.
  • Developing a multisectoral Theory of Change.
  • Preparing a costed strategy, response plan, and results framework to guide coordinated implementation.

Consultant Responsibilities

  • Prepare an inception report outlining the proposed methodology, detailed workplan, stakeholder consultation approach, data requirements, and timeline for the assignment.
  • Review relevant national, regional, and district policies, strategies, plans, data sources, and program documents related to nutrition, health, food systems, WASH, education, social protection, and community development.
  • Conduct a comprehensive nutrition situation analysis for Kigoma Region, covering nutrition outcomes, determinants, service delivery gaps, vulnerable groups, and emerging risks, including climate shocks, food insecurity, and population movement.
  • Undertake a problem and causality analysis to identify the immediate, underlying, and structural drivers of malnutrition and inform strategic priorities for the region.
  • Facilitate consultations with regional, district, and community-level stakeholders, including relevant sectors, development partners, civil society, and refugee-response actors, to validate findings and agree on priority actions.
  • Develop a multisectoral nutrition Theory of Change for Kigoma Region, showing priority pathways for coordinated nutrition-specific and nutrition-sensitive actions.
  • Draft the five-year costed Kigoma Multisectoral Nutrition Strategy, including strategic priorities, objectives, interventions, implementation arrangements, coordination mechanisms, financing considerations, and risk mitigation measures.
  • Develop a costed response plan and results framework with clear outputs, activities, indicators, targets, responsible actors, timelines, budget estimates, and monitoring arrangements.
  • Present draft deliverables for review, incorporate feedback from the Regional Secretariat, UNICEF, PMO-RALG, district teams, and partners, and submit final deliverables in line with agreed timelines and quality standards.

Qualifications

  • A master’s degree in public health/nutrition, epidemiology, health policy and/or management, health education, health promotion, or other health-related sciences is required.

Requirements

  • Minimum of 5 years of progressively responsible professional experience in nutrition, public health, strategic planning, multisectoral program development, or related fields.
  • Demonstrated experience supporting government-led nutrition planning, coordination, and implementation at national, regional, or district level.
  • Strong understanding of Tanzania’s nutrition context, including Kigoma or similar vulnerable/refugee-hosting settings.
  • Knowledge of multisectoral nutrition approaches across key sectors, including nutrition-specific and nutrition-sensitive interventions.
  • Expertise in developing multisectoral nutrition strategies, response plans, policies, or action plans.
  • Skills in situation analysis, causality analysis, Theory of Change, results frameworks, and strategic planning.
  • Expertise in developing costed implementation plans, budgets, and resource mobilization approaches.
  • Strong technical writing and presentation skills for strategies, reports, results frameworks, and slide decks.
  • Strong facilitation, consultation, and consensus-building skills with government, partners, and communities.
  • Experience working with PO-RALG, regional secretariats, LGAs, and multisectoral nutrition coordination platforms.

Language Requirements

  • Fluency in English and Swahili, both written and spoken, is required.

Desirables

  • Experience in Kigoma or similar vulnerable/refugee-hosting contexts.
  • Experience integrating nutrition into regional or district plans, budgets, and monitoring frameworks.
  • Experience developing costed plans, resource mobilization products, and implementation tools with government and partners.
