[Hiring] National Consultant, Women's Entrepreneurship Ecosystem Assessment @UNDP

Role Description

The purpose of the consultancy is to provide national technical expertise for the assessment of the women’s entrepreneurship ecosystem and the mapping of private-sector HR and skills needs, generating evidence and practical recommendations to inform gender-responsive programming, skills development and private-sector engagement under the Women’s Economic Empowerment Project.

Under the supervision of the UN Women Programme Analyst and in close cooperation with the International Consultant, the National Consultant will serve as the national technical expert and support the implementation of Activities 1.1.1 – Assessment of women’s entrepreneurship ecosystem, including legal review, and 1.1.2 – Mapping of human resources and skills needs of the private sector.

The National Consultant will lead/support national-level data collection, stakeholder consultations, contextual analysis and drafting of the deliverables, while working closely with the International Consultant on methodology, analysis and quality assurance.

Qualifications

• Master’s degree in economics, gender studies, development studies, business administration, public policy, labour economics or a related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Requirements

• At least 8 years of progressively responsible experience in women’s economic empowerment, women’s entrepreneurship, employment, labour market analysis, skills development, or related areas.
• Proven experience in conducting skills-needs assessments, labour market mapping, skills gap analyses, employability assessments and/or designing skills development interventions.
• Experience working with public institutions, private sector, and CSOs on women’s economic empowerment.
• Demonstrated experience in conducting gender-responsive legal and policy reviews related to women’s economic empowerment, employment, entrepreneurship and/or family-friendly policies.
• Demonstrated experience applying gender-responsive and human rights-based approaches in the design and delivery of economic empowerment, employment, entrepreneurship or skills-development interventions.
• Experience with results-based management, reporting, and monitoring tools is an asset.
• Fluency in English and Uzbek is required. Knowledge of Russian is an asset.
