[Hiring] National Consultant - Financing and Partnerships @UN Women

Role Description

The Financing and Partnerships Consultant will perform and deliver on the following:

• Strategic review and model development: Support the identification and articulation of 2-3 viable financing models to support women food producers and agricultural workers in pilot area/s.
• Evidence gathering: Conduct desk reviews and interviews with targeted financial institutions to assess feasibility, alignment and potential for scaling.
• Conceptual design: Draft and prepare concept note/s for a proposed Hub that integrates financing, training, learning and marketplace functions with detailed costing and operationalization pathways.
• Stakeholder engagement: Convene a roundtable discussion with identified promising partners to validate concepts, secure commitments and refine partnership modalities.
• Partnership formalization: Develop memoranda of understanding (MOU) among financing partners and deliver a partnership model for piloting and sustaining the initiatives.
• Strategic communication: Prepare presentation decks tailored for strategic government offices and potential investors to promote the Hub and mobilize support.
• Any other requests within their functional profile, as guided by the supervisor.

Deliverables

• Inception report: With workplan, list of activities and stakeholders and annotated bibliography/references (Due: 15 August 2026, Payment: 25 August 2026).
• Collated/developed 2-3 financing models: For JP ZHA and draft concept note for a proposed Hub (Due: 15 September 2026, Payment: 25 September 2026).
• Presentation and validation: Of financing models and the Hub via roundtable discussion and dialogue with stakeholders (Due: 20 October 2026, Payment: 30 October 2026).
• Updated/revised models: Developed MOU/s and TOR/s for financing partners and stakeholders keen to be part of the pilot (Due: 30 November 2026, Payment: 10 December 2026).
• Documentation of courtesy meetings: With select government agencies and investors about the Hub (1 August – 30 September 2026) and report on the launch of the Hub and financing facility (Due: 30 December 2026, Payment: 10 January 2027).
• Final report and debrief: (Due: 20 January 2027, Payment: 30 January 2027).

Consultant’s Workplace and Official Travel

UN Women will provide the Financing and Partnership Consultant with substantive inputs to ensure the completion of deliverables in line with the objectives of the organizations. This is a home-based consultancy, with reporting to UN Women Philippines office as needed. The consultant may access the UN Women Philippines office for printing of relevant documents or when required to work on-site at any point during the assignment.

As part of this assignment, there may be at least one mission related to the scope of work, which will be arranged by UN Women and paid for separately in accordance with UN Women’s travel policy.

Required Qualifications

• Education and Certification:
  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Experience:
  • At least 7 years of progressively responsible experience in public finance, development work, resource mobilization, communications/advocacy, and/or business development is required.
  • Experience working on gender equality, governance and development issues in the context of the Philippines is required.
  • Experience in partnership formalization with public and private sector entities, including the development of memoranda of understanding (MOUs) and partnership models, is required.
  • Experience in drafting and producing quality research papers and reports, project/programme development, results-based reporting, and facilitating key informant interviews (KIIs), consultations, and workshops is required.
  • Experience working within the UN system and/or with international frameworks, norms and standards on gender equality and the Sustainable Development Goals is desirable.
• Languages:
  • Fluency in English and Filipino is required.
  • Knowledge of any other UN official language is an asset.
