[Hiring] National Consultant - Assessment of Provincial Planning, Budgeting, Procurement, and PHC Service Delivery for Vaccines and Nutrition Commodities @AGORA

Role Description

The scope of work includes:

• Evidence generation on the planning, financing, and procurement decisions of vaccines and nutrition commodities.
• Policy analysis on health systems and procurement systems.
• Engagement with key informants and stakeholders.
• Analysis and documentation of recommendations.

Qualifications

• MA in Health Economics, Health Financing, Public Health, Economics, Health Policy Management, Public Policy or related field.
• Minimum 8 years of experience in healthcare financing.
• Experience in health systems strengthening.
• Experience in conducting health systems research and policy analysis.
• Fluency in English (written and spoken) required.
• Demonstrated expertise in health economics, health financing, and health systems analysis.
• Expertise in analyzing public sector budgeting, resource allocation, procurement, and/or supply chain systems.
• Strong quantitative and qualitative research skills, including mixed-methods study design and implementation.
• Expertise in developing research protocols, ethics submissions, and analytical reports.
• Skills in stakeholder engagement, facilitation, and report writing.

Desirables

• Experience working with provincial health systems in South Africa.
• Familiarity with immunization, nutrition, primary health care, and child health programmes.
• Experience conducting public expenditure reviews, fiscal space analyses, or resource allocation studies.
• Experience working with government, UNICEF, WHO, or other development partners.

Technical Proposal
