[Hiring] National consultancy for Assessment of digital services and development of child-related indicator for Municipal Performance Grant @AGORA

Role Description

As part of the Kosovo Programme 2026–2030, UNICEF supports Kosovo institutions to strengthen policy optimization at the central level and include child-related indicators in the Municipal Performance Grant system, ensuring that child rights are at the center of decision-making and investments.

Qualifications

• Masters degree in social science or another related field.
• At least 7 years of previous professional experience in the field of assessment, evaluation and evidence generation.
• Excellent writing and oral communication skills in English.
• Demonstrated ability and knowledge to develop rigorous assessment and evaluation.
• Knowledge and previous experience in Standard Cost Model methodology.
• Previous work experience with international organizations.
• Knowledge of UN programming and previous working experience with UN will be an advantage.
• Process management skills, including facilitation and communication with stakeholders.
• Previous experience and knowledge of Grant Performance System methodology and requirements (desirable).
