[Hiring] Monitoring & Evaluation Handover and Training Consultant @World Food Programme

Role Description

The objective of this five-day consultancy is to provide a comprehensive and structured handover of all technical, operational, and managerial M&E responsibilities to the newly appointed consultant. The assignment also aims to deliver practical training on ARC’s systems, tools, ongoing workstreams, and partner engagement processes.

Scope of Work and Deliverables

• Handover of Responsibilities
  • Provide a detailed overview of all ongoing M&E workstreams and activities.
  • Transfer all key documents, dashboards, data files, and logframe materials.
  • Brief the new consultant on ARC’s M&E framework, indicators, and institutional reporting requirements.
  • Provide status updates on ongoing evaluations, surveys, and M&E-related procurement processes.
  • Brief on relationships with in-country partners, consultants, government stakeholders, and internal ARC units.
  • Brief Overview of M&E requirements for different funded projects like the reporting cycles, indicators, and compliance requirements.
• Training and Capacity Transfer
  • ARC’s data management tools and M&E systems.
  • Dashboard development and maintenance.
  • Institutional reporting processes, including inputs to ARC’s annual report.
  • Management of external M&E firms and evaluation cycles.
  • Standard operating procedures linked to M&E-related procurement.
  • Africa RiskView M&E implications (if applicable).
• Deliverables
  • A comprehensive handover pack, including:
    • List of all ongoing tasks and their status.
    • Data files, dashboards, templates, and tools.
    • Updated M&E calendar and timelines.
    • List of key internal and external contacts.
  • Training sessions for the new M&E consultant, covering key systems, workflows, and processes.
  • A short end-of-assignment report summarizing:
    • Activities completed.
    • Issues requiring attention.
    • Recommendations to ensure smooth continuation of M&E work.

Qualifications

• As the consultant previously held the ARC M&E Consultant / Interim Head of M&E role, no additional qualification requirements apply.
• Re-engagement is based on prior knowledge and experience with ARC’s systems, processes, and partnerships.

• Duration: 5 working days.
• Location: Remote.
• Reporting to: Group Director General.
• Contract Type: When Actually Employed Consultancy.

Payment Terms

• Payment will be made based on an agreed daily rate and will be payable upon submission and approval of all deliverables outlined in this TOR.
