: Licensing & Field Compliance Manager

$52400 - $92000/ salary

  • Manage all new applications, renewals, amendments, transfers, and closures with local, county, state, and federal agencies.

  • Conduct jurisdictional research to identify the necessary licenses and permits for each center type.

  • Maintain centralized tracking of all regulatory obligations, ensuring clear visibility of deadlines.

  • Ensure all filings and submissions are completed 100% on time.

  • Retain and organize applications, approvals, and correspondence in approved systems to maintain audit readiness.

  • Maintain regulatory records in accordance with the Company’s Record Retention & Destruction Policy.

  • Monitor statutory and regulatory changes affecting pet care and veterinary operations.

  • Keep a regulatory change log and assess the impact across the portfolio.

  • Identify compliance gaps, risks of lapses, and potential agency enforcement exposure.

  • Promptly escalate material risks, Notices of Violation, or enforcement concerns to Legal and Compliance leadership.

  • Classify licensing obligations by risk tier to prioritize high-impact requirements.

  • Track inspection schedules, outcomes, citations, and corrective action deadlines.

  • Maintain a centralized repository of inspection reports and agency correspondence.

  • Coordinate with Operations, Safety, and Facilities to ensure timely completion of corrective actions.

  • Support inspection readiness initiatives and pre-inspection review processes.

  • Perform detailed regulatory research, which may require sustained focus for 1–6 hour work sessions.

  • Document regulatory processes step-by-step to promote workflow continuity and institutional knowledge retention.

  • Continuously refine and standardize workflows to minimize variability and risk.

  • Maintain reusable templates, application libraries, and submission checklists.

  • Manage incoming field support tickets related to licensing and regulatory compliance.

  • Participate in support calls with Center Managers, District Leaders, Project Managers, and DVMs.

  • Communicate clearly, professionally, and decisively with operational stakeholders.

  • Shift seamlessly between urgent field matters and long-term regulatory projects without compromising quality.

  • Maintain a service-oriented approach while enforcing compliance standards.

  • Provide licensing diligence during acquisitions and divestitures.

  • Identify licensing gaps, transfer requirements, and regulatory risk exposure.

  • Coordinate regulatory timelines and documentation during integration transitions.

  • Ensure seamless licensing continuity during changes in ownership.

  • Partner with Facilities, Operations, Finance, Vendor Management, and Legal as needed.

  • Maintain clear role boundaries while ensuring compliance outcomes are achieved.

  • Exercise authority to communicate directly with regulatory agencies when required.

  • Request necessary documentation from centers and departments to meet regulatory deadlines.

  • Demonstrate advanced proficiency in Microsoft 365, including Excel, SharePoint, Outlook, and Teams.

  • Have experience with compliance tracking systems, such as Agilence or similar platforms.

  • Use DocuSign and have exposure to CLM preferred.

  • Comfortably operate within digital workflow and document management systems.

  • Show ability to use AI tools responsibly to streamline regulatory research, drafting, and workflow optimization while preserving data confidentiality and accuracy.

  • Exhibit exceptional organizational discipline and control over deadlines.

  • Work independently on complex regulatory research.

  • Maintain strong written documentation skills.

  • Demonstrate high responsiveness and accountability to field teams.

  • Balance deep-focus work with real-time operational demands.

  • Adopt an ownership mindset: tasks impacting pets, people, or regulatory standing are seen through to completion.

  • Commit to continuous improvement and operational excellence.

  • Achieve 100% on-time renewals, filings, and submissions.

  • Prevent compliance lapse-related closures entirely.

  • Reduce emergency filings and last-minute renewals.

  • Document and standardize repeatable workflows.

  • Maintain clean, audit-ready licensing and inspection records.

  • Reduce recurrence of regulatory citations.

  • Ensure seamless licensing transitions during M&A activity.

  • Demonstrate strong field satisfaction and responsiveness of metrics.

  • 3–5+ years of experience in regulatory licensing, permitting, compliance management, or related research/administrative/regulatory functions.

  • Experience or proven ability to manage multi-jurisdictional licensing across city, county, state, and federal agencies.

  • Proven track record of meeting strict filing deadlines with zero preventable lapses and being accountable.

  • Strong documentation and workflow standardization experience.

  • Experience tracking inspections, corrective actions, and agency correspondence.

  • Ability to conduct sustained regulatory research and interpret statutory requirements.

  • Advanced proficiency in Microsoft 365 (Excel, SharePoint, Outlook, Teams).

  • Experience using compliance tracking or workflow management systems (e.g., Agilence or similar platforms).

  • Experience working cross-functionally with Operations, Facilities, Legal, and Finance stakeholders.

  • Experience in pet care, veterinary operations, healthcare, or other regulated multi-site environments.

  • M&A integration experience involving license transfers, entity changes, or regulatory diligence.

  • Experience with contract lifecycle management (CLM) systems.

  • Familiarity with DocuSign and digital document execution platforms.

  • Experience implementing or improving compliance tracking databases.

  • Exposure to AI-assisted research tools used responsibly in regulated environments.

  • Experience supporting field teams in a fast-paced, service-oriented compliance function.
