Role Description

As part of Selangor’s Care Economy Policy and the Selangor Early Childhood Development Policy, there is a strong and coordinated push to increase women’s labour force participation by supporting their caregiving responsibilities, while also improving early childhood development outcomes, including nutrition and access to quality childcare.

A complementary objective is to strengthen support for caregivers and foster the growth of the broader care workforce, encompassing both informal caregivers (such as parents or family members providing unpaid care at home) and paid care workers, whether operating in licensed or unlicensed settings.

Qualifications

  • Master’s degree in Early Childhood Development, Child Development, Education, Social Policy, Public Policy, Social Work, Public Health, Sociology, Psychology, Behavioural Sciences, or other related fields.

Requirements

  • At least 8 years of relevant work experience in early childhood development.
  • Skills in Data Analysis, Research Methods, Impact Evaluation, Policy Analysis.
  • Proficiency level in English; fluency level is preferred.

Desirables

  • Experience in impact evaluation and mixed-methods research, including analysing surveys, conducting stakeholder engagements, organizing and analysing data from focus groups and key informant interviews, and other qualitative/participatory methods.
  • Experience conducting assessments or evaluations of training programmes and adult learning approaches.
  • Prior experience assessing caregiver training programmes or experience in assessing social care and support services preferred.
  • Knowledge of early childhood development, nurturing care, parenting programmes, and quality childcare standards desirable.
  • Knowledge and familiarity with analysing programme contributions to behavioural change.
  • Experience in disability inclusive care and support systems is desirable.
  • Strong technical skills for evaluation and assessment.
  • Strong interpersonal skills to guide direct engagement with ministries, agencies, parliamentarians, and academics.
