Role Description

The Better Regional Migration Management (BRMM) program aims to enhance labour migration governance and protect the human, social, and labour rights of migrant workers and their families through:

• Intra and inter-regional cooperation.
• Support for regional integration.
• Facilitation of mobility for transformative inclusive and sustainable economic growth.
• Youth and women empowerment.

More specifically, the programme is expected to:

• Strengthen national and regional labour migration governance in accordance with global and regional frameworks.
• Increase national and cross-border cooperation on labour mobility.
• Promote ethical recruitment and protection of migrant workers’ rights.
• Enhance avenues for safe, regular, and humane labour migration and mobility pathways through Free Movement Protocols, Common Market Protocols, and Bilateral Labour Mobility Agreements.

The BRMM – Skills to Employment phase runs from 1 May 2026 to 31 March 2027.

In March 2024, IOM hosted a youth incubator for project ideas from youth in Kenya and Uganda, where participants pitched business ideas accompanied by short business plans. Four winners were selected to kick-start their businesses with a small grant.

After successful implementation of this activity, the BRMM programme further expanded it to nine BRMM countries, reaching nearly 900 youth as of 31 May 2026. To prepare for the rollout, IOM held two Training of Trainers workshops for the nine participating BRMM countries.

To build sustainability of the Youth Business Incubator (YBI) programme, IOM is seeking to link programme participants with national, regional, and/or international early-stage entrepreneurship financing mechanisms. The first stage involves comprehensive mapping of grants, schemes, loans, etc., in the four priority BRMM countries: Ethiopia, Kenya, Somalia, and Uganda.

Qualifications

• Experience in migration management or related fields.
• Strong understanding of labour migration governance.
• Experience in project management and implementation.
• Ability to work with diverse stakeholders, including governmental and non-governmental organizations.

• Proven ability to conduct training and capacity-building activities.
• Excellent communication and interpersonal skills.
• Strong analytical and problem-solving skills.
• Fluency in English; knowledge of other languages relevant to the region is an asset.
