Role Description

The Health Scientist I supports program evaluation, performance measurement, implementation assessment, and technical assistance activities for THEEB. The position assists with:

• Evaluation planning
• Development of logic models and indicators
• Data collection and analysis
• Interpretation of findings
• Preparation of evaluation reports and presentations

The Health Scientist I applies foundational implementation research concepts and methods to assess:

• Program processes
• Implementation barriers and facilitators
• Opportunities for program improvement

Qualifications

• Bachelor's degree in public health, health science, epidemiology, evaluation, social science, or a related field
• Minimum of 5 years of relevant professional experience in public health, evaluation, health science, program monitoring, or a related field
• Experience conducting systematic assessments of program inputs, activities, outputs, and outcomes
• Experience supporting evaluation plans, evaluation questions, indicators, data collection, analysis, interpretation, and reporting
• Experience developing or supporting program logic models and identifying appropriate program outcomes
• Familiarity with implementation research concepts and methods, including process evaluation and assessment of implementation barriers and facilitators
• Experience facilitating or supporting internal and external partner meetings and providing evaluation assistance or training
• Knowledge of the rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation
• Proficiency with Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint
• Ability to use and manage CDC administrative systems, including Human Subjects, OMB, IRB, and E-Clearance
• Previous experience working with government procedures and guidelines
• Ability to successfully complete any government-required background investigation or security clearance, if applicable to the task order

Requirements

• Experience conducting a systematic assessment of a program or project’s inputs, activities, and outputs to determine its value or worth and to improve the program
• Experience developing an evaluation plan, identifying evaluation questions and indicators, collecting, and analyzing quantitative and qualitative program data, interpreting the data in the context of the program, and reporting findings
• Experience developing a program logic model, identifying appropriate program outcomes, facilitating internal and external partner meetings, and providing assistance or training on evaluation, methods, concepts, and tools
• Familiarity with implementation research concepts and methods, including process evaluation and assessment of implementation barriers and facilitators
• Knowledge of the rules, procedures, and principles that govern intramural and extramural program development, monitoring, and evaluation
• Ability to use Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, Teams, and SharePoint) efficiently and effectively
• Ability to use and manage CDC Administrative Systems (HUMAN SUBJECTS, OMB, AND IRB, and E-Clearance) efficiently and effectively
• Previous experience working with the government procedures and guidelines
