Role Description

Ocean Associates Inc. (OAI) is seeking Fisheries Management Analysts to provide data, scientific analysis, and compliance support to the National Oceanic and Atmospheric Administration (NOAA), Office of Sustainable Fisheries (OSF) in Silver Spring, MD. The position is dependent on the award of contract.

The Office of Sustainable Fisheries (OSF) supports:

  • Consideration and resolution of national domestic policy issues.
  • Support to the regional fishery management councils.
  • Management of fisheries for Atlantic highly migratory species.
  • Collaboration with federal partners to ensure seafood safety in the U.S.

OSF engages with:

  • The fishing industry (commercial and recreational).
  • Seafood dealers.
  • Environmental groups.
  • Other federal agencies.
  • Academia.

OSF employs approximately 75 people across various locations, including Silver Spring, Maryland; Gloucester, Massachusetts; St. Petersburg, Florida; and Pascagoula, Mississippi.

In April 2025, Executive Order 14276 was issued to strengthen the U.S. fishing industry by:

  • Reducing regulatory burdens.
  • Combating unfair foreign trade practices.
  • Enhancing domestic seafood production and exports.

Individuals in this role will support the development and implementation of actions related to the Executive Order.

Tasks

  • Support domestic fisheries and the Atlantic Highly Migratory Species Division in implementing the Seafood EO.
  • Develop and write actions necessary for management measures under the Magnuson-Stevens Fishery and Conservation Management Act.
  • Provide support for rapid implementation of management measures under EO 14276.
  • Draft content for Fishery Management Plans (FMPs).
  • Conduct research and analysis of FMP and other fishery management action requirements.
  • Develop alternatives, recommendations, presentations, and support management initiatives.
  • Evaluate studies and analyses to ensure fishery management actions are responsive to key issues.
  • Support environmental analyses such as NEPA analysis for management actions.
  • Assist in the development, writing, review process, and tracking of fisheries management actions.
  • Analyze and provide environmental assessments and scientific analysis.
  • Process incoming requests in accordance with established fisheries management action procedures.
  • Assist in developing the Administrative Record for each regulatory action.
  • Prepare documents for Regional Office, Atl HMS, and/or OSF review.
  • Attend and/or monitor relevant Regional Fishery Management Council meetings.

Requirements

  • Bachelor’s degree and three (3) years’ experience, or Master’s degree in environmental policy, fisheries management, or related field.
  • Experience supporting fishery management action writing and analyses.
  • Direct experience with NEPA, ESA, MMPA, and MSA.
  • Excellent written and verbal communication skills.
  • Preferred: Experience drafting Fishery Management Plans (FMPs) & Regulatory Amendments.
  • Knowledge of Administrative Records (AR) & Clearance Packages.
  • Experience drafting NEPA Environmental Assessments & Analysis Reports.
  • Basic computer skills (MS Office, etc.).
  • Ability to work effectively both individually and collaboratively.
  • Ability to receive constructive feedback and implement appropriate action.

Salary and Benefits

  • This is a full-time position with benefits.
  • Salary, commensurate with experience, between $35.00 - $55.00 per hour.

Start Date

Anticipated to begin July 1st, 2026; contingent upon award of contract.

Location

Remote / Telework, supporting the office in Silver Spring, MD.

Travel

Limited travel is required to attend meetings, trainings, coordinate research, and attend workshops.
