Role Description

We are seeking a consultant with direct hands-on experience with the Washington State legislative fiscal-note process, particularly experience using the Washington Office of Financial Management (OFM) Fiscal Note System (FNS). The consultant will support a technology team developing and integrating a modern legislative tracking and analysis solution. This role is primarily intended to provide Washington fiscal-note process and FNS subject-matter expertise; software development experience is beneficial but not required.

Qualifications

• Direct experience preparing, reviewing, approving, coordinating, or submitting Washington State fiscal notes.
• Hands-on experience using the OFM Fiscal Note System (FNS).
• Knowledge of the Washington State legislative process and agency fiscal-note workflow.
• Experience working for or with a Washington State agency or other Washington governmental organization.
• Ability to explain fiscal-note business processes, approval workflows, deadlines, roles, data requirements, and system interactions to technical teams.
• Ability to assist with requirements validation, workflow design, system testing, and FNS integration validation.

Requirements

• Experience with OFM systems such as FNS or BEARS, legislative systems, APIs, XML/data exchange, or systems integration.
• Experience supporting modernization of legislative, budget, financial, or governmental workflow systems.
• Bachelor degree in finance or related field.
