[Hiring] Federal Executive Leader @American Structurepoint

Role Description

We are making a deliberate, multi-year investment to expand and strengthen our federal practice across the Department of Defense and select federal civilian agencies. We are seeking a Federal Executive to provide Executive/Officer level leadership, vision, and strategic direction for the Federal Group and its role within American Structurepoint.

This person will be responsible for leading and growing the Federal Business Group at American Structurepoint. This is a high-impact, externally focused position built around winning architectural and/or engineering project work within federal agencies. This person will lead federal practice pursuits and efforts, including the strategic efforts of a diverse team of specialized technical leaders.

This is an opportunity with direct influence over the firm’s federal strategic plan, investment priorities, market positioning, and long-term growth objectives.

The selected candidate will drive agency engagement, IDIQ/MATOC positioning, and capture excellence — while also expanding the firm’s relationships with prime general contractors to secure increased Designer of Record (DOR) roles on federal design/build projects.

This is a build-and-scale opportunity within a financially strong, well-established A/E firm committed to expanding its federal footprint. The ideal candidate is a respected industry leader with extensive experience in Department of Defense architectural building projects, business management, and client development.

Responsibilities

• Federal Strategic Planning & Business Leadership
  • Provide executive-level leadership, vision, and strategic direction for the Federal Group, ensuring alignment with American Structurepoint’s overall business strategy and long-term objectives.
  • Lead the development and execution of the Group’s annual and long-term business plans, including growth priorities, market strategy, financial objectives, and organizational capabilities.
  • Identify priority agencies, contract vehicles, and geographic markets aligned with firm capabilities.
  • Shape investment decisions related to capabilities, staffing, and partnerships necessary for federal expansion.
  • Establish clear priorities and performance expectations for Group leadership and maintain accountability for execution and results.
• DoD & Federal Civilian Growth Strategy
  • Develop formal agency account plans targeting DoD and select civilian agencies.
  • Identify and prioritize IDIQ, MATOC, SATOC, and standalone contract opportunities.
  • Position the firm early in the acquisition lifecycle to enhance win probability.
  • Provide ongoing market intelligence and competitive insights to leadership.
• Design/Build & Prime Contractor Engagement
  • Develop and expand strategic relationships with prime general contractors pursuing federal design/build projects.
  • Position the firm to secure increased Designer of Record (DOR) roles on federal design/build pursuits.
  • Identify high-performing federal primes and cultivate long-term teaming alignment.
  • Collaborate internally to align technical capabilities with design/build market expectations.
• Capture Planning & Opportunity Execution
  • Lead disciplined capture planning efforts, including stakeholder mapping, win strategy development, and competitive positioning.
  • Drive structured go/no-go decisions aligned with long-term federal strategy.
  • Ensure capture strategy translates into compelling, compliant proposals.
  • Lead executive-level pursuit reviews and pricing strategy discussions.
• Strategic Teaming & Partnerships
  • Develop and manage sophisticated teaming relationships, including:
    • Prime/sub partnerships
    • Strategic sub-consulting agreements
    • Mentor-Protégé programs
    • Joint Ventures
  • Build a durable partner ecosystem aligned with the firm’s federal growth objectives.
• Relationship Management & Market Presence
  • Establish and maintain senior-level relationships within DoD and federal civilian agencies.
  • Engage contracting officers, program managers, small business offices, and program stakeholders.
  • Represent the firm at industry events, pre-proposal conferences, and agency briefings.
  • Increase the firm’s visibility and credibility within priority federal markets.

Qualifications

• 15+ years of progressive federal business development and leadership experience within the A/E industry.
• Demonstrated success securing A/E IDIQ/MATOC contract awards.
• Proven track record in developing and executing capture strategies resulting in contract wins.
• Experience expanding A/E participation in federal design/build projects.
• Established relationships with DoD, federal civilian agencies, and/or federal prime contractors.
• Deep understanding of FAR/DFARS and federal acquisition lifecycle.
• Experience structuring strategic teaming agreements, Mentor-Protégé programs, and Joint Ventures.
• Ability to operate at both strategic and tactical levels.
• U.S. Citizenship required.
• Ability to travel 25%+ (Indianapolis HQ, client sites, industry engagements, etc.) required.
