Role Description

Texas Health and Human Services Commission (HHSC) is seeking an experienced Enterprise Architect 3 – Master Data Management (MDM) Architect to support the Enterprise Information Management (EIM) team within the Performance Management & Analytics System (PMAS) initiative. The selected consultant will play a key leadership role in designing, implementing, and enhancing enterprise-scale Master Data Management solutions that support integrated analytics and data-driven decision-making across the Health and Human Services system. This role requires deep expertise in Informatica MDM technologies, enterprise data architecture, ETL development, metadata management, and healthcare data domains. The ideal candidate will combine strong technical architecture skills with the ability to collaborate effectively with business stakeholders, data teams, and executive leadership.

Key Responsibilities

• Master Data Management Architecture
  • Design, develop, and implement enterprise MDM solutions using the Informatica Intelligent Data Management Cloud (IDMC) platform.
  • Architect scalable master data solutions supporting healthcare provider and member domains.
  • Establish and maintain trusted master data frameworks to improve data quality and consistency across programs.
  • Develop strategies for identity resolution, reference data management, and data governance.
• Data Integration & ETL Development
  • Design and develop ETL processes using Informatica, Oracle, and Snowflake technologies.
  • Support extraction, transformation, and loading of data into MDM environments.
  • Develop, test, deploy, and maintain enhancements to MDM application layers.
  • Ensure all solutions comply with HHSC security, development, and coding standards.
• Enterprise Information Management
  • Collaborate with enterprise data architects and subject matter experts to define current and future-state data models.
  • Support metadata management initiatives and oversee metadata loading processes.
  • Promote Enterprise Information Management best practices across the organization.
  • Utilize tools such as Erwin, ER/Studio, or equivalent data modeling platforms.
• Agile Project Delivery
  • Participate in Agile ceremonies and support iterative delivery of MDM capabilities.
  • Monitor project activities, milestones, and deliverables throughout the MDM lifecycle.
  • Coordinate effectively with cross-functional teams to deliver high-quality solutions on schedule.
• AI and Data Analytics Enablement
  • Develop and optimize AI prompts and query techniques for retrieving and synthesizing master data insights.
  • Build reusable prompt libraries and templates to support reporting and analytical activities.
  • Validate AI-generated outputs and identify potential inaccuracies or hallucinations.
  • Ensure compliance with agency reporting standards and data governance requirements.
  • Research emerging AI technologies and recommend improvements to analytics practices.
• Stakeholder Collaboration
  • Serve as a trusted advisor to technical and business teams regarding MDM strategies and data initiatives.
  • Translate complex technical concepts into clear business language for leadership and program stakeholders.
  • Facilitate communication among data engineering, analytics, and operational teams.
  • Provide guidance on interpreting data trends and addressing complex business questions.

Qualifications

• 8+ years of advanced experience with Informatica development and ETL processes.
• 8+ years of experience implementing Enterprise Information Management (EIM) best practices.
• 8+ years of experience designing and implementing Master Data Management (MDM) solutions.
• 8+ years of hands-on experience developing Informatica PowerCenter custom solutions.
• 8+ years of experience using Erwin, ER/Studio, or comparable data modeling tools.
• Strong communication, analytical, and interpersonal skills.
• Proven ability to collaborate effectively with both technical and non-technical stakeholders.
• Demonstrated success managing multiple priorities in complex enterprise environments.
• Excellent technical documentation and writing skills.
• 5+ years of experience as an Oracle DBA.
• 5+ years of experience installing and configuring Informatica Metadata Manager architecture.
• 5+ years of experience architecting enterprise-scale MDM environments.
• Experience working within healthcare or government organizations.
• Bachelor's degree in Computer Science, Information Systems, Systems Engineering, or a related field (or equivalent professional experience).
