[Hiring] Disaster Recovery Construction Specialist @IEM

Role Description

IEM is looking for a Full Time - Disaster Recovery Construction Specialist with experience in a QC role and construction experience. Candidates should maintain a complete understanding of all applicable Program policies, requirements, and procedures and review all cases within the established guidelines. This may include processing, monitoring, tracking, and reporting applications within a functional area with little or no direct supervision.

Primary Location:

• Live anywhere that meets personal office / at home work requirements in the United States including Puerto Rico.
• Work from a personal office / at home location.
• Preferred candidates will live within the Tampa Bay Region (Pasco, Pinellas, Hillsborough, Manatee, or Hernando Counties).

Essential Functions:

• Work as part of a team providing expert services to support disaster recovery and mitigation efforts with a focus on construction, inspections, cost estimating, and environmental requirements (Lead-based paint, Asbestos, Mold, Section 106 Historical Review).
• Coordinate with team leadership for construction oversight and quality control on housing rehabilitation, reconstruction, and new construction projects funded by CDBG-DR and CDBG-MIT programs.
• Coordinate with internal teams and program managers to ensure compliance with HUD and Florida Building Code requirements.
• Maintain compliance SOPs for construction standards, environmental hazard mitigation, green/resilient building strategies, and field QA/QC procedures.
• Oversee the resolution of construction-related issues, homeowner concerns, and ensure proper documentation is maintained for all construction phases.
• Complete staff drafting or reviews of project scopes and related materials to ensure environmental compliance.
• Ability to interpret and apply HUD requirements, local building codes, green building standards, and program policy as it relates to disaster recovery and mitigation construction activities.
• Manage client contracts and work order requirements.
• Monitor and allocate resources as necessary.
• Other tasks, as assigned.

Qualifications

• High School Diploma or Equivalent.
• Three (3) years of relevant experience with developing scopes of work – which may also include residential rehabilitation work requiring adherence to developed scopes of work.
• Proficient in Xactimate and Microsoft Office products.
• Advanced knowledge of construction – including Florida Building Code and other local requirements.
• Extremely detail oriented.
• Excellent written and oral communications skills, ability to work independently.

• All personal office work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection.
• You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

• Annual salary is based on location and experience: $75,000-$95,000.
