[Hiring] Director, State Public Policy for Pharmacy and Pharmacy Benefit Management @Humana

Role Description

The Director, State Public Policy, within Humana’s Government Affairs team, is responsible for shaping and executing state-level policy strategy, with a primary focus on pharmacy-related issues, including:

• Pharmacist licensure
• Pharmacy shared services
• Pharmacy benefit management (PBM)
• Occupational and facility licensure
• Federal preemption

Reporting to the Vice President, Strategy & State Affairs, this role leads the development of state pharmacy policy, supports and informs advocacy efforts, and provides strategic guidance on legislative and regulatory developments affecting Humana’s business.

As an individual contributor, the Director plays a key role in:

• Advancing enterprise-wide policy positioning
• Strengthening advocacy effectiveness
• Delivering measurable business outcomes

The position also oversees the work of two external consultants, ensuring alignment with Humana’s strategic priorities and successful execution of policy initiatives.

This role requires strong cross-functional collaboration with:

• State Affairs
• Federal Policy
• Business teams

Responsibilities include translating policy changes into actionable strategies, mitigating risk, and identifying opportunities for growth, while maintaining accountability for influencing internal stakeholders and managing external partner performance.

Qualifications

• Bachelor's degree (advanced degree preferred)
• 8+ years in state healthcare policy
• 5+ years leading policy development and advocacy deliverables with measurable impact
• Experience managing consultants/vendors with defined performance metrics and delivery timelines
• Track record of producing policy analyses and written materials used in advocacy efforts
• Working knowledge of pharmacy and PBM policy, including applicable state and federal regulations
• Demonstrated ability to translate complex policy into actionable business recommendations
• Experience influencing cross-functional stakeholders in matrixed organizations to achieve defined objectives
• Strong written and verbal communication skills, including regular presentations to executive leadership and external stakeholders
• Proven ability to build and sustain strategic relationships with measurable outcomes (e.g., partnerships, policy influence)
• Demonstrated success delivering against defined goals, KPIs, or performance metrics
