[Hiring] CRVS Implementation Research International Consultant (Programme Support) @AGORA

Role Description

The consultant will work in close collaboration with UNICEF programme teams and relevant government institutions and will support consultations and field missions as required. The assignment will include the following components:

• Component 1: TICAD Implementation Research Support
  • Draft and operationalize the Memorandum of Understanding between UNICEF Liberia, University of Liberia and CHIP.
  • Manage the implementation research, including support to the documentation and analysis of the experience.
  • Provide technical input to ensure that findings inform the development of more stable and systematic approaches to identifying children and referencing their records across systems.
• Component 2: Child Identity Architecture, Integration and Interoperability
  • Review existing identity data elements and systems across civil registration, national identity, EMIS, and HMIS, and assess their suitability for reliable identification of children.
  • Define a Child Identity Data Model and Conceptual Architecture, including approaches for identifying children and referencing their records across systems.
  • Provide guidance to develop interoperability, data exchange mechanisms, and governance arrangements to support consistent use and validation of identity information across sectoral systems.
• Component 3: Provide Operational Support to accelerate Birth Registration Enrollment and Implement B2MC Initiative
  • Support MoH and CRVS actors to draft and implement an accelerated birth registration catch up in readiness as a transition measure prior to the implementation of the revised Birth and Death Registration Policy, and to increase the total number of children under 5 registered.
  • Provide strategic and technical support to ensure alignment between system design, implementation, and programme delivery in relation to integrated systems supporting the B2MC initiative.
  • Support the child protection section in drafting guidance notes, proposals and human-interest stories.

Qualifications

• Advanced university degree (at least Masters) in information systems, computer science, statistics, data science, public health, population studies or a related field.

Requirements

• Minimum 8 years of relevant experience in CRVS systems, identity systems, digital public infrastructure or sectoral information systems.
• Demonstrated experience in integration and interoperability between government information systems.
• Experience working with sectoral systems such as EMIS, HMIS or similar administrative data systems.
• Experience working with governments or international organizations in digital systems strengthening.
• Experience managing complex MOUs or Contracts with private and academic institutions.
