[Hiring] Continuous Quality Improvement Specialist @State of North Carolina

Role Description

The Continuous Quality Improvement Specialist has the responsibility for monitoring, training, and providing or arranging technical assistance to the local county Department of Social Services (DSS) offices in region 3. This position will be responsible for:

• Working with the county to improve their Work First program and directing the CQI process.
• On and off-site consultation, coaching, and review of records and data related to performance measures.
• Building professional relationships to improve outcomes for adults, children, and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies.
• Utilizing county-specific and regional data regarding program performance metrics/measures to identify areas of deficiency or non-compliance.
• Conducting regionalized supervision to ensure compliance with federal, state, and program requirements.
• Monitoring programs to identify trends and reporting findings.
• Providing feedback to counties on program data and performance measures.
• Identifying and providing technical assistance to improve program administration, compliance, and outcomes.
• Developing and implementing the CQI Plan and strategies within counties of non-compliance.
• Ensuring all staff are involved in CQI activities and evaluating the success of the CQI plan.
• Providing basic system functionality guidance and engaging staff in practical application of new skills for navigating NC FAST.
• Analyzing trends in user issues to identify gaps in training needs.
• Traveling to conduct in-person meetings with region 3 counties and providing on-site support for counties operating D-SNAP.

Region 3 encompasses: Alamance, Caswell, Chatham, Davidson, Davie, Durham, Forsyth, Guilford, Orange, Person, Randolph, Rockingham, Stokes, Surry, and Yadkin counties.

Qualifications

• Demonstrated working experience applying the principles and practices of Work First, Medicaid, Energy, or Food Stamp program operations within North Carolina service environments.
• Experienced in developing and delivering training materials as a subject matter expert.
• Consistent record of providing customer service through clear responses to questions and supportive interactions.
• Demonstrated proficiency in effective communication, both written and verbal.
• Proven experience applying analytical thinking to solve problems and manage resources.

Requirements

• Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience, OR
• Bachelor's degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience, OR
• An equivalent combination of education and experience.
