[Hiring] Consultant for Technical Support in Regional Advocacy @AGORA

Role Description

The Pacific Disability Forum (PDF) is well placed to support this work because of its mandate, regional reach, and strong relationships with organizations of persons with disabilities (OPDs). However, the assignment requires dedicated technical expertise to develop a clear regional package of evidence, tools, and strategies that are disability-inclusive, gender-responsive, and adaptable across different country contexts.

A consultant is therefore required to provide focused technical support to:

• Generate behavioural evidence
• Co-develop advocacy and SBC tools
• Facilitate inclusive consultations
• Produce practical outputs

All outputs will be treated as regional public goods, supporting coordinated advocacy and system strengthening efforts across participating countries.

Qualifications

• Advanced university degree in social and behaviour change, communication, public health, disability inclusion, international development, social sciences, or a related field

Requirements

• At least 5 years of progressively responsible professional experience in designing and implementing advocacy, communication, and/or Social and Behaviour Change initiatives including disability inclusion, preferably in the Pacific region or other multi-country contexts
• English is required. Knowledge of other Pacific languages is an asset.
• Demonstrated expertise in developing evidence-based communication strategies, advocacy frameworks, and practical toolkits for diverse stakeholders.
• Strong understanding of disability inclusion, rights-based approaches, and the role of assistive technology in supporting equitable outcomes and full participation for children with disabilities and other persons with disabilities.
• Strong analytical, writing, and presentation skills in English, with the ability to produce clear, high-quality, and user-friendly materials within agreed timelines.
• Demonstrated ability to produce accessible communication materials and deliverables, including formats suitable for screen readers, captioned or otherwise accessible presentation materials, and other agreed alternative formats as required.
• Proven experience in conducting stakeholder consultations, facilitating participatory workshops, and working collaboratively with governments, OPDs, civil society organizations, and development partners, using accessible and inclusive methods.
