Role Description

FFA is seeking an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) consultant to support a strengthened Outcome Harvesting and impact reporting process for FFA following Oxfam International’s Common Approach to MEAL and Social Accountability (CAMSA) framework by:

• Supporting the recording and preparation of national and regional level outcomes and impacts achieved throughout the FFA network.
• Developing guidance on the necessary steps and process, supporting refresher courses delivery, on-demand mentoring and support to country partners, and technical support in the articulation of results and outcomes.
• Developing an Outcomes Harvesting database that will include new creative and innovative ways to accurately capture results and outcomes in a timely manner.
• Ensuring the database is cross-referenced across FFA's results areas, user-friendly, and comprehensively captures diverse sources and types of outcomes and impact stories.
• Capacity building for the tools developed and regular coordination with, and support to, the Executive Team based in Phnom Penh, country coalition staff across Asia, program partners, and service providers at all levels.

Qualifications

• Experience in Monitoring, Evaluation, Accountability and Learning (MEAL).
• Expertise in Outcome Harvesting and impact reporting.
• Strong capacity building skills.
• Proficiency in developing user-friendly databases.
• Experience working with civil society organizations (CSOs).

Requirements

• Detailed proposal describing previous work done in this area and relevant expertise.
• CV of the applicant and/or company profile if a consultancy group.
• Estimated budget for this consultancy accompanied by a cost breakdown based on deliverables or days or hours spent.
• Consultancy fee mentioned in both GROSS and NET fees in US Dollars, including all applicable local taxes.
