Role Description

The Community Engagement Manager (CEM) is a people leader and operational owner responsible for driving the performance, effectiveness, and accountability of a team of Community Engagement Specialists (CES). This role does not conduct direct outreach. Instead, the CEM is accountable for setting strategy, overseeing execution, ensuring quality, and delivering results across community engagement and patient acquisition efforts.

• Lead and manage a team responsible for community-based outreach activities—including events, door-to-door engagement, and neighborhood canvassing.
• Enroll eligible individuals into Zócalo Health’s care programs.
• Highly operational and data-driven, bringing structure to field operations.
• Monitor and audit work quality, using data to refine outreach strategy.
• Recommend and manage regional strategies for team time and coverage.
• Create structure in ambiguous situations, implement new processes, and define best practices.
• Translate goals into clear execution plans and measurable outcomes.

This position will report to the Regional General Manager.

The Community Engagement Manager is accountable for the following core responsibilities:

• Own team performance and outcomes: Set, track, and achieve engagement and enrollment goals through performance management and data-driven coaching.
• Lead and manage community engagement teams: Directly manage, coach, and hold accountable Community Engagement Specialists.
• Develop and execute regional outreach strategy: Design, implement, and refine outreach strategies for community engagement.
• Oversee field execution and operational readiness: Ensure effective execution of outreach plans with appropriate staffing and training.
• Use data to drive execution improvements: Monitor outreach activity and make real-time adjustments to improve outcomes.
• Enable cross-functional delivery: Partner with intake, operations, and clinical teams for seamless transitions from outreach to care delivery.
• Represent engagement performance in leadership forums: Present performance results and data-backed recommendations in regional meetings.

Qualifications

• 5+ years of experience in community-based healthcare or public health roles.
• 2+ years of experience managing and performance-managing teams.
• Experience operating in performance-driven environments with clear goals and metrics.
• Strong operational, leadership, and coaching skills.
• Ability to use data and internal systems to inform decisions.
• Deep knowledge of and connection to the local community.
• Strong communication and problem-solving skills.
• Flexible and adaptive in fast-paced environments.
• Bilingual English–Spanish required.

Requirements

• Experience supporting patient acquisition, enrollment, or engagement initiatives in healthcare settings.
• Familiarity with Medi-Cal, managed care, or community-based healthcare delivery models.
