Role Description

We are seeking an experienced Bid and Proposal Specialist/ Tender Writer to identify, qualify, prepare, and submit high-quality tender responses for government and public-sector projects involving digital services, website development, IT, hosting, and digital marketing. The successful candidate will be responsible for managing the end-to-end tender process, ensuring compliance with submission requirements, and developing compelling proposals that address evaluation criteria. This role will also contribute to business development through the preparation of capability statements, case studies, and client proposals.

Key Responsibilities

• Monitor government procurement portals, tender platforms, and council websites to identify relevant business opportunities.
• Research and assess tender opportunities based on scope, eligibility, evaluation criteria, mandatory requirements, risks, and submission deadlines.
• Prepare bid/no-bid assessments and recommendations for management review.
• Register and maintain supplier profiles and relevant panel memberships across procurement platforms.
• Review and analyse Requests for Tender (RFTs), Requests for Quotation (RFQs), Requests for Proposal (RFPs), and Expressions of Interest (EOIs).
• Develop compliance matrices to ensure all mandatory requirements and evaluation criteria are addressed.
• Write persuasive, tailored responses covering project methodology, delivery approach, timelines, risk management, and value for money.
• Prepare supporting documents, including capability statements, case studies, team profiles, CVs, referee summaries, and pricing schedules.
• Coordinate with internal stakeholders to gather technical, operational, and commercial information for submissions.
• Manage submission requirements, declarations, supporting documentation, and lodgement confirmations to ensure all tenders are submitted on time.

Qualifications

• At least 2 years of experience in tender writing, bid management, proposal writing, or a similar role.
• Excellent written English, with the ability to produce persuasive, clear, and professional content using Australian spelling and style.
• Demonstrated experience preparing compliance matrices and managing multiple tenders with strict deadlines.
• Strong research, analytical, organisational, and project coordination skills.
• Advanced proficiency in Microsoft Word, Excel, and PDF tools, with experience using Google Workspace.
• Ability to interpret complex tender documentation and translate requirements into structured, compelling responses.
• Strong attention to detail and a proven commitment to submitting accurate, compliant documents on time.
• A reliable home office with backup internet and power, suitable for handling confidential documentation.
• Previous tender or proposal writing samples that can be shared for assessment, with confidential information redacted where necessary.
