Role Description

Serve as the company’s designated Small Business Liaison Officer (SBLO).

• Support development, implementation, and administration of small business subcontracting plans.
• Review subcontracting data for completeness, accuracy, and consistency with plan requirements.
• Review solicitations and contract requirements for subcontracting plan applicability and reporting obligations.
• Contribute to proposal responses requiring small business participation narratives or subcontracting information.
• Monitor subcontracting performance against established goals and contractual requirements.
• Maintain records and supporting documentation for subcontracting activity, outreach efforts, and compliance actions.
• Track small business participation across applicable programs and procurements.
• Prepare, review, and submit required reports in SAM.gov, including ISRs and SSRs, as applicable.
• Assist with internal reviews, audits, customer requests, and compliance assessments related to subcontracting performance.
• Partner with contracts, procurement, subcontracts, business development, and program teams to support small business participation strategies.
• Assist in identifying qualified small business suppliers to support sourcing and proposal efforts.
• Support outreach initiatives designed to identify and engage qualified small business suppliers.
• Represent the company at supplier outreach events, conferences, matchmaking sessions, and other external forums, as appropriate.
• Help maintain supplier databases, outreach records, and small business resource information.
• Submit Monthly FFATA reporting on SAM.gov.

Qualifications

• Bachelor’s degree in supply chain management, finance, contracts or business or equivalent experience.
• A minimum of 5 years of demonstrated experience in high technology, aerospace or defense or equivalent experience.
• Strong working knowledge of FAR/DFARS/NFS and Public Law.
• Proficient in Microsoft Office Suite.
• Ability to multitask, work effectively across multiple functions and prioritize to manage competing priorities and deadlines.
• Experience in government contracting, procurement, subcontracts, contracts administration, compliance, or supplier diversity.
• Working knowledge of small business subcontracting plans and federal subcontracting compliance requirements.
• Familiarity with SAM.gov reporting and subcontracting performance tracking.
• Strong organizational, analytical, and communication skills.

Preferred Qualifications

• Experience supporting a federal contractor or DoD contractor.
• Experience supporting proposals, supplier outreach, or subcontract compliance reviews.
• Experience with ERP, procurement, or reporting systems used to track subcontracting data.
• U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.
