Role Description

IMSolutions is seeking an accomplished Strategist / Senior Strategic Management Advisor to help senior federal leaders translate strategic priorities into actionable initiatives, executive decisions, transformation roadmaps, and measurable organizational outcomes. This role is remote.

The ideal candidate is a senior management consultant who understands how federal agencies establish strategic direction, prioritize competing initiatives, manage enterprise transformation, sustain leadership continuity, and communicate complex recommendations to executive decision-makers. This individual must be equally comfortable advising senior leaders, conducting structured analysis, facilitating cross-functional discussions, and developing concise executive materials.

The Strategist / Senior Strategic Management Advisor is important to HUD’s objective of improving operational capabilities, promoting efficiency, supporting succession planning and reorganization efforts, and maintaining alignment between departmental initiatives and HUD’s mission and long-term objectives. The advisor helps HUD executives diagnose enterprise challenges, prioritize strategic initiatives, evaluate risks and tradeoffs, coordinate cross-functional stakeholders, and formulate practical recommendations.

This is an advisory role. The contractor does not make inherently governmental policy, funding, personnel, or management decisions. Final decisions remain with authorized HUD officials.

  • ADVISE HUD executives on strategic priorities, organizational challenges, transformation initiatives, and emerging risks.
  • ASSESS current strategies, operating models, governance structures, workforce conditions, and enterprise-management practices.
  • DIAGNOSE organizational barriers, duplicated efforts, competing priorities, resource constraints, and implementation risks.
  • DEVELOP strategic plans, initiative charters, transformation roadmaps, operating models, and implementation recommendations.
  • PRIORITIZE proposed initiatives using mission impact, urgency, feasibility, risk, resource demand, and expected-value criteria.
  • SYNTHESIZE portfolio information, stakeholder input, organizational data, policies, and industry practices into actionable executive insights.
  • PREPARE decision papers, executive summaries, briefing books, talking points, presentations, and recommendations.
  • BRIEF senior leadership on strategic alternatives, risks, dependencies, implementation status, and recommended courses of action.
  • FACILITATE executive workshops, strategic-planning sessions, working groups, interviews, and cross-functional alignment meetings.
  • COORDINATE with HUD executives, program offices, functional leaders, and internal or external partners.
  • DESIGN stakeholder-management and engagement approaches supporting enterprise initiatives and strategic partnerships.
  • SUPPORT organizational transformation through readiness assessments, change-impact analysis, communication planning, and adoption strategies.
  • DEVELOP succession-planning approaches that identify mission-critical positions, leadership competencies, talent risks, and continuity strategies.
  • ESTABLISH measures for tracking strategic progress, transformation outcomes, succession-plan effectiveness, and organizational performance.
  • REVIEW draft strategies, plans, analyses, and executive products for logical consistency, factual accuracy, and decision usefulness.
  • RECOMMEND corrective actions when strategic initiatives are delayed, misaligned, insufficiently resourced, or exposed to material risk.
  • DESIGN OR DELIVER executive-learning sessions addressing strategic decision-making, leadership, organizational transformation, stakeholder engagement, and enterprise risk.
  • INCORPORATE HUD feedback into revised products within the turnaround periods established by the applicable task order.
  • MAINTAIN organized, controlled, and appropriately protected working files, decision records, and supporting documentation.
  • COMPLY with applicable federal, HUD, privacy, security, accessibility, and records-management requirements.

Qualifications

  • Bachelor’s degree from an accredited institution in business administration, public administration, management, organizational development, economics, public policy, political science, human capital management, or a closely related discipline.
  • Ability to develop clear presentations, decision papers, roadmaps, and planning materials.
  • Ability to handle sensitive organizational and leadership information appropriately.

Requirements

  • Minimum of 12 years of progressively responsible experience in strategy, management consulting, organizational transformation, federal program management, executive advisory services, or a closely related field.
  • Demonstrated experience advising senior executives or senior government officials.
  • Demonstrated experience developing strategic recommendations, implementation plans, transformation roadmaps, or executive decision-support products.

Technical Skills

  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.

Desired Qualifications

  • Master’s degree in business administration, public administration, organizational leadership, public policy, management, or a related discipline.
  • Fifteen or more years of relevant strategic-management or executive-advisory experience.
  • Prior experience supporting HUD or another Cabinet-level federal department.
  • Experience advising Senior Executive Service leaders, political appointees, or agency executives.
  • Experience with federal reorganization, workforce restructuring, leadership continuity, or succession planning.
  • Experience developing or implementing federal strategic plans, agency priority goals, performance plans, or transformation initiatives.
  • Experience in housing, community development, financial management, grants management, acquisition, human capital, or federal shared services.
  • Experience designing and delivering executive-level leadership or strategy training.
  • Experience developing KPIs, executive dashboards, or portfolio-performance reporting.
  • Familiarity with federal governance, internal controls, risk management, and regulatory environments.
  • Familiarity with Section 508 accessibility requirements.
