Role Description

The EiRAM Group is seeking an experienced Mobile Application Developer / IT Analyst to support a contract with the National Institutes of Health (NIH). This role will support the PEI mobile application deliverable, database and website requirements analysis, and research on AI and emerging super-intelligence concepts.

The ideal candidate will bring extensive experience in mobile application development, IT systems analysis, and emerging technologies, with the ability to deliver innovative technical solutions, evaluate AI applications, and provide strategic recommendations. Must have experience supporting the Federal Government.

Essential Responsibilities

• Design, develop, test, document, and deliver a PEI mobile application that supports access to approved resources; address security, authentication, accessibility, acceptance, and transition requirements.
• Analyze and document PEI database enhancement requirements, user workflows, functional needs, dependencies, privacy/security considerations, and user acceptance criteria; do not assume database ownership or operation.
• Review the existing NIH PEI website and recommend usability, branding, security, and Section 508 improvements; do not undertake unauthorized development or hosting.
• Prepare technical analyses and concepts of operations addressing AI/SI use cases, human oversight, data assumptions, governance, risk, and evaluation measures in public health.
• Coordinate with NIH stakeholders to validate requirements and deliver technical documentation and recommendations for approval.
• Document mobile application security, authentication, accessibility, testing, and transition considerations, subject to the scope of written Government authorization.
• Develop recommendations for PEI technology and user experience improvements without assuming responsibility for Government system hosting or administration.
• Coordinate outreach events serving audiences ranging from small roundtables to large national conferences, with scalable registration, logistics, and materials support.
• Coordinate podcast accessibility deliverables, including transcripts and approved distribution materials.

Qualifications

• Bachelor’s degree in computer science, information systems, software engineering, or related field; 5+ years of relevant IT experience.
• Hands-on mobile application development, requirements analysis, testing, and accessibility/security experience.
• Federal IT or NIH/HHS experience required; AI governance, health informatics, or technical ConOps development.
