Role Description

GovCIO is currently hiring for a COBOL Programmer with 8+ years of experience. The successful candidate will be supporting the Automated Rural Address Management System (AMS) Edit Book Update process. This position will be fully remote within the United States. The ideal candidate should possess a Public Trust clearance.

We are looking for an experienced COBOL developer to help code, test, and research existing processes to meet projected timelines on this project.

Responsibilities

• Collaborates with and gathers course material from subject matter experts.
• Conducts analysis of program requirements and determines a strategic solution.
• Converts written materials and course content.
• Maintains existing courseware in alignment with objectives.
• Must be able to collaborate with project managers, subject matter experts, and multimedia specialists.

List of tasks to be performed:

• Analyzes user/business software system requirements and determines needs.
• Determines the functionality of an application and performs upgrades over time.
• Maintains documentation to support software development policies, standards, and procedures.
• Develops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow.
• Translates highly technical specifications into clear non-technical requirements.
• Develops and documents features and user stories with acceptance criteria.
• Assists team with preparation of cost estimates.
• Implements best practices for scalability, supportability, ease of maintenance, and system performance.
• Creates current and future state documentation related to existing interfaces.
• Creates Interface Control Documents (ICD) documenting existing and future interfaces.

Qualifications

• Bachelor's Degree in a Computer Science or related technical discipline, preferred but not required.
• NOTE: If resource does not have a relevant college degree, an additional 4 years of relevant work experience is required.

Requirements

• Clearance Required: Must be able to attain and maintain a USPS Public Trust.

Preferred Skills and Experience

• 8+ years experience with COBOL & DB2.
• Experience with Changeman to create packages and promote code.
• Ability to scan libraries to find instances of key words/phrases to help research issues.
• May lead project teams within assigned unit to develop, plan and manage project tasks.
• Respond to incidents in ServiceNow.
• Familiar with creating ServiceNow Change requests following USPS processes.
• Participate in meetings relating to specific technical projects or tasks.

Posted Salary Range

USD $53,770.00 - USD $72,800.00 /Yr.
