Role Description

IEM is looking for a Full Time-Rural Health Program Evaluation Methodologist to serve as a technical leader on the GO-NORTH evaluation team for New Hampshireโ€™s Rural Health Transformation Program (RHTP). This role is responsible for the evaluation architecture, including:

  • Logic models
  • Theories of change
  • Measurement frameworks
  • Analytic models
  • Reporting

The role manages data relationships with various organizations and oversees Data Use Agreements. It also supervises five Hub Evaluation Leads and works with GO-NORTH leadership and CMS to ensure evaluation activities are objective, credible, and aligned with CMS requirements.

Qualifications

  • Bachelorโ€™s degree in accounting, finance, auditing, public administration, public health, or a related field.
  • Five (5) years of experience processing grant payments, invoices, and financial reporting on federally funded grants.
  • Demonstrated experience with federal grant financial compliance.
  • Strong fiscal management competencies.
  • Proficiency in MS Office, especially Excel.

Requirements

  • Calculate disaster grant award amounts using program documentation.
  • Ensure compliance and accuracy of documentation submitted by construction vendors.
  • Review and verify documentation, invoices, and receipts for eligibility.
  • Submit eligible and complete fund requests to clients for payment processing.
  • Collaborate with construction project managers to resolve fund requests.
  • Coordinate with Hub Evaluation Leads to review financial data submissions.
  • Track and resolve files returned for correction or completion.
  • Assist in the creation and documentation of award notices.
  • Maintain professional collaboration with program staff.
  • Compile and report spending data for inclusion in various reports.
  • Support data acquisition and integration activities with key state health data systems.
  • Assist in maintaining Data Use Agreement (DUA) registers.
  • Respond to GO-NORTH questions and data requests within one (1) business day.
  • Participate actively in financial, compliance, construction, and QA/QC meetings.
