Role Description

As our Seafood Markets Incentives Program Manager, you won't just manage projects, you'll help shape the future of fisheries governance across Southeast Asia.

  • The Program Manager will work to improve understanding of how market incentives can support sustainable, well-managed fisheries in the Gulf of Thailand (GoT).
  • You’ll collaborate with regional, national, and provincial governments, industry, supply chains, and non-governmental organizations (NGOs) in Thailand and other countries in the region to develop solutions in partnership.
  • Activities will focus primarily on multi-species trawl fisheries for marine ingredients, surimi, and other supply chains, as well as small pelagic fisheries for fish sauce supply chains.

Key Responsibilities/Activities

  • Project Management:
    • Act as the local program manager for implementing the GotFish activities assigned to SFP, working closely with SFP team members to ensure the timely delivery of project outcomes aligned with FAO’s requirements.
    • Act as the SFP team coordinator, overseeing national consultants, supporting external consultants engaged in the work, and facilitating implementation arrangements.
    • Represent SFP to external audiences, including government, industry, and non-governmental organizations, both within Thailand and the region, regarding the GoTFish Project.
    • Assist the GoTFish SFP leadership team with developing workplans, milestones, and outcomes, and provide inputs on GoTFish Project activities implementation.
    • Supervise contractors, develop their scopes of work, and facilitate internal SFP payment procedures, as required.
    • Organize events and meetings as needed, including logistical support within the Gulf of Thailand.
  • Technical Implementation:
    • Analyze relevant seafood products, identify willing participants within the supply chains, and develop corporate engagement strategies to encourage stakeholders, such as key vendor and supplier groups, to join improvement efforts aligned with SFP priorities, like national FIPs and regional improvement initiatives.
    • Generate relevant analyses of fisheries' responsibility performance, policy gaps, and other foundational research, and brief the relevant stakeholders to enable collaborative action.
    • Provide GoTFish supply chain industry stakeholders with expert guidance that facilitates meaningful actions to improve the sustainability performance of key GoTFish fisheries and to meet project deliverables.
    • Coordinate the collection of relevant data on the science and management of specific fisheries and supply chains, and contribute to fisheries assessments.
    • Provide guidance to industry participants and fishery stakeholders in initiating and implementing improvement efforts, such as FIPs.
    • Facilitate training sessions and regular mentoring for relevant stakeholders on the planning, development, and implementation of improvement initiatives.
  • Coordination, Monitoring, and Communications:
    • Liaise closely with other SFP colleagues and program leads to coordinate SFP strategic activities.
    • Ensure effective collaboration with government, NGOs, and fishery stakeholders from the Gulf of Thailand region to achieve SFP’s organizational goals and grant deliverables.
    • Monitor the effectiveness of project interventions and the development of new improvement initiatives, such as FIPs.
    • Monitor grant activities and deliverables and participate in drafting project implementation reports.
    • Contribute to and, when applicable, lead the publication of technical documents, policy papers, and other research outcomes related to SFP’s objectives and grant commitments.
    • Create promotional materials that emphasize the value of responsible fishing, emphasize SFP’s partnership focus, and promote successes in the region.
    • Present at or prepare inputs for the status and findings of SFP’s activities at relevant meetings within the FAO, SEAFDEC, and regional fisheries bodies, such as the Asia-Pacific Fisheries Commission.
  • Donor Relations, Project Co-Financing, and Sustainability:
    • Identify opportunities to secure mechanisms for project sustainability and co-financing.
    • Participate in meetings and calls with donors to provide progress updates on grant implementation.

Qualifications

  • An advanced university degree relating to fisheries governance, fisheries value chains, or related disciplines is strongly preferred.

Requirements

  • 7+ years of professional experience in managing fishery resources or improving fisheries value chains.
  • Experience with key fisheries, value chains, or market issues in the Gulf of Thailand Large Marine Ecosystem is required.
  • Experience in implementing GEF or large projects is highly desirable.
  • Experience working in interdisciplinary teams, supporting participatory processes, or encouraging private-public partnerships is desirable.

Leadership Experience

  • Team leadership and management experience.
  • Strong independent initiative, with the ability to manage responsibilities and deadlines without in-person supervision.
  • Strong presentation and meeting facilitation skills.

Communication Skills

  • Excellent interpersonal and communication skills.
  • Native-level fluency in Thai required.
  • Proficiency in English is required (C1 on the CEFR scale).
  • Working professional knowledge in Khmer and/or Vietnamese is desired (B2 on the CEFR scale).
