Role Description

ICF seeks an experienced Project Specialist to design and deliver high quality, culturally appropriate capacity-building training, and customized assistance to American Indian and Alaska Native (AI/AN) communities in the Lower 48 and Alaska as they expand, develop, and implement crime victim service programs. The successful candidate has knowledge of federal award management, experience developing and deploying effective assistance strategies in Indigenous communities, demonstrates excellent communication and collaboration skills, and is respectful of tribal sovereignty.

This position will support clients in specific regions, therefore we are seeking candidates located in the mid-west, pacific northwest, and the southwest - Alaska, Arizona, California, Oklahoma, New Mexico, Texas. This position requires obtaining a Public Trust Clearance PRIOR to the start date.

Key Responsibilities

  • Provide comprehensive capacity building and compliance assistance to AI/AN victim services programs.
  • Evaluate individual grantee needs and partner with grantees to develop customized assistance plans and track grantee progress on the implementation of those plans.
  • Work closely to support grantees as they enhance and strengthen their crime victim services.
  • Develop trainings, curriculum, and resources appropriate for AI/AN audiences and their identified needs.
  • Plan and execute assistance activities including advancing customized plans, sharing subject matter expertise, and reporting on outcomes.
  • Facilitate trainings including webinars, peer learning exchanges and communities of practice.
  • Support grantees in the creation of key activities to advance their programs and services.
  • Assist with strategic planning.
  • Conduct reviews of resources, infrastructure, and capacity within tribal communities.
  • Identify and share culturally responsive, trauma informed practices, resources, and approaches.

Qualifications

  • Bachelors degree.
  • 2+ years’ experience working with AI/AN communities.
  • 5+ years’ experience in victim services.
  • Willingness to travel if required.
  • U.S. citizenship is required by federal government contract.
  • This position requires a Public Trust security clearance. Applicants will be subject to a government security investigation to obtain clearance prior to the start date.

Requirements

  • Experience working in diverse communities with a deep understanding of American Indian and Alaska Native populations.
  • Knowledge of federal grants management and compliance requirements.
  • Excellent verbal, interpersonal, and written communication skills.
  • Ability to engage audiences and communicate effectively in a virtual space.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Adaptable with the ability to handle multiple priorities in a fast-paced, evolving environment.
  • Demonstrated outstanding professionalism with the ability to exercise good judgment, tact, and diplomacy.
  • Ability to work collaboratively across assistance providers, the government client, subject matter experts and project partners.
  • Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Teams) and other E-learning, webinar, and digital platforms.

Preferred Skills

  • Prior experience supporting federal grants programs and support to AI/AN grant recipients to ensure compliance with award conditions, including client confidentiality policies, program narratives, time-task plans, and other award documentation.
  • Experience working in or on behalf of tribal communities in the victim services space with an understanding of crime victim services issues.
  • Innovative and engaging trainer (both virtually and in-person).
  • Knowledge of the unique challenges confronting tribal communities such as access to broadband as well as regional/geographic considerations.
  • Familiarity with adult learning principles as well as preferences and styles for tribal audiences.
  • Ability to scale and adapt content based on level of learner and their experience.

Pay Range

The pay range for this position based on full-time employment is: $60,967.00 - $103,643.00.
