Role Description

As an integral member of the Capital Planning & Redevelopment team, and reporting (on an interim basis) to the Director of Capital Planning & Redevelopment, the Project Manager, Capital Planning is primarily responsible for leading the initiation, planning, and design phases of capital projects, with implementation transitioned to the Redevelopment team. The role supports the development of the hospital’s Master Program, Master Plan, and multi-year capital plan, and contributes to functional programming, block schematics, planning and design, and enterprise space management across all Mackenzie Health sites.

Working collaboratively with internal stakeholders and external consultants, the incumbent will support and, at times, lead the planning of capital projects and initiatives. Acting as a hospital representative, the Project Manager will guide the planning and design of multiple projects across both Mackenzie Health sites in Richmond Hill and the City of Vaughan, coordinating a multidisciplinary team of clinical, operational, and technical stakeholders.

The incumbent will work closely with user groups to define space requirements that align with clinical process improvements, hospital policies, and operational needs. All planning activities will adhere to applicable codes, standards, and regulatory requirements, including internal policies and procedures, the MOHLTC Capital Planning Manual, and the Broader Public Sector Procurement Directive.

The role also includes developing and implementing strategies to manage user group engagement and input across interdisciplinary committees; supporting consultant procurement processes, including preparation of documentation and evaluation of submissions; and reviewing and coordinating design deliverables such as technical drawings and design briefs. The incumbent will also support scope definition, and the development of preliminary project budgets and schedules, as required.

Qualifications

  • An undergraduate/graduate degree in architecture, engineering, interior design or an equivalent combination of education and experience will be considered.
  • Minimum 7 years’ project management and planning experience required, ideally in a health care environment.

Requirements

  • Proficient computer literacy required. (MS Office, PowerPoint, Microsoft Project 2000, Excel spreadsheet applications and other project management programs).
  • Possess well developed leadership, interpersonal, organizational, and communication skills with a strong ability to investigate, analyze and solve problems, plan and recommend solutions.
  • Demonstrates proven success in gaining credibility and building trust with senior decision makers.
  • Proven track record on similar projects, and a strong awareness of the complexities associated with the ongoing hospital programs, services and systems.
  • Experience with various forms of construction complex contracts and contract management practices and procedures.
  • Solid understanding of IPAC principles to be considered during design development.
  • Proven ability to produce high quality reports and meet deadlines.
  • Strong analytical, problem solving and critical thinking skills with an ability to understand, analyze and report on complex information in a timely manner.
  • Demonstrate experience with hospital and facility operations.
  • Solid knowledge of capital budget, facility designs and construction processes and familiarity with health care delivery systems.
