Role Description

CLJ Consulting and Contracting, LLC is seeking an experienced Program Manager to lead federal Freedom of Information Act (FOIA) support services for a major federal healthcare agency. The successful candidate will oversee contract operations, personnel management, quality assurance, reporting, and customer engagement activities while ensuring successful execution of FOIA processing, appeals, litigation support, and backlog reduction efforts.

Responsibilities

• Serve as primary liaison with federal agency leadership and Contracting Officer Representatives.
• Manage all contractor personnel and subcontractor performance.
• Develop and maintain project management plans, staffing plans, and quality control processes.
• Monitor contract performance, schedules, risks, issues, and deliverables.
• Lead weekly, monthly, and annual reporting activities.
• Support process improvement and backlog reduction initiatives.
• Ensure compliance with FOIA, Privacy Act, HIPAA, and federal security requirements.
• Oversee appeals, litigation support activities, and quality assurance reviews.

Qualifications

• Master's Degree from an accredited institution.
• Minimum 8 years of project or program management experience.
• Experience leading multidisciplinary teams.
• Experience with federal contracts and professional services management.
• Strong written and verbal communication skills.

Preferred Qualifications

• Federal FOIA program management experience.
• CMS, HHS, or healthcare agency experience.
• PMP certification.
• Experience managing remote federal support contracts.
