Role Description

The Program Manager serves as the dedicated regional program delivery lead governing capital investments across the Chicago campus, regional offices, and the surrounding Midwest portfolio. Reporting directly to the Americas Regional Lead, this role holds overall operational accountability for driving high-quality construction delivery, rigorous financial controls, proactive risk mitigation, and seamless client stakeholder alignment. This role acts as the central Program Oversight Lead for local capital projects, directing site-based project management support teams, general contractors, A&E design consultants, and trade partners while maintaining close alignment with client Project Executives. The role governs $30M to $80M+ in cumulative annual capital spend across 8 to 12 concurrent projects ranging from $1M to $20M in individual spend.

Your Day-to-Day Tasks Will Include

  • Directing day-to-day capital project delivery across Chicago and Midwest locations, ensuring full adherence to JLL RPM playbooks, safety protocols, municipal permitting requirements, and design standards.
  • Maintaining strict financial oversight through Monthly Cost Reports, Value of Work Done tracking, depreciation bucket management, and baseline budget variance analysis.
  • Conducting rigorous commercial evaluation of Potential Change Orders and contingency drawdowns, verifying scope legitimacy before submitting recommendations to Project Executives.
  • Safeguarding the critical schedule window between Contractor Handover and First Day of Business, coordinating AV/IT installation, commissioning, and operational readiness.
  • Maintaining live Universal Risk Registers and CRAID logs to proactively flag long-lead procurement bottlenecks, municipal inspection delays, and critical path threats.
  • Collaborating with Transaction and Brokerage leads to align capital construction milestones with lease obligations, Landlord consent conditions, and Tenant Improvement Allowance drawdown requirements.
  • Enforcing strict vendor closeout compliance, ensuring full financial reconciliation, O&M manual uploads, and punch-list resolution within 90 calendar days of project completion.

Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or Business Administration.
  • 7 to 10+ years of progressive commercial real estate, corporate interiors, and construction project management experience.
  • Advanced proficiency in project management tools, MS Project or Primavera P6, financial cost modeling, and contract management.
  • Proven track record managing sub-consultants, general contractors, A&E design teams, and trade partners.
  • Demonstrated experience governing multi-project capital portfolios with individual project spend ranging from $1M to $20M.
  • Strong understanding of change order and contingency review processes, including commercial evaluation and client sign-off workflows.
  • Experience enforcing financial closeout discipline, including reconciliation, documentation, and punch-list resolution within defined timelines.

Preferred Qualifications

  • PMP certification.
  • Experience operating within a two-tiered delivery model, balancing central program oversight with site-based execution teams.
  • Familiarity with lease administration concepts, including Landlord consent requirements and Tenant Improvement Allowance processes.
  • Working knowledge of risk governance tools such as Universal Risk Registers or CRAID logs.
  • Exposure to municipal permitting and inspection processes within a regional or metro market context.
  • Experience coordinating operational readiness activities, including AV/IT installation and commissioning.
  • Familiarity with technical infrastructure and workplace upgrade project types within a corporate real estate portfolio.

Requirements

  • This position does not provide visa sponsorship. Candidates must be authorized to work in the United States without sponsorship.

Benefits

  • 401(k) plan with matching company contributions.
  • Comprehensive Medical, Dental & Vision Care.
  • Paid parental leave at 100% of salary.
  • Paid Time Off and Company Holidays.
  • Early access to earned wages through Daily Pay.

Location
