Role Description

Under general supervision, performs and/or participates in a variety of moderate to complex research, studies, data analysis, metrics reporting, facilitation and training, and assessment relative to agency performance and strategic planning.

  • Design, develop, appraise, and conduct orientation for existing and prospective new programs and service offerings (internal and contracted).
  • Conduct moderate to complex research and analysis for strategic planning, design and development, implementation, and appraisal of existing programs within pre-established goals, strategies, and objectives.
  • Research, develop, and implement plans and processes that meet desired outcomes; gain consensus and support the implementation of strategic innovation related to talent development, change management, strategic planning, and data informed operations.
  • Coordinate and monitor the activities, schedules, and deadlines of assigned programs including but not limited to relationship and contract management.
  • Develop Request for Proposals (RFP)/scopes of work and lead procurements for vendor services; administer resulting contracts.
  • Conduct administrative studies and analysis to solve problems related to budget, organization, program, procedures, and/or employee utilization.
  • Cultivate and recommend program guidelines, standards, procedures, policies, and protocols; develop schedules, priorities, reports, and standards for achieving program goals.
  • Appraise existing programs and issue recommendations for improvements to enhance compliance and efficiency in achieving desired outcomes.
  • Monitor programs and services for conformance and compliance to local, state, and federal regulations.
  • Plan, organize, coordinate, monitor, and support general oversight for programs and services rendered through contracts, MOUs, internal operations, and grant opportunities.
  • Write moderate to complex documents such as grant applications, case statements, technical reports, data sharing and other agreements, board reports, annual reports, presentations, stakeholder correspondence, training and educational curriculum, and marketing materials.
  • Conduct and attend meetings to provide information, enlist support, resolve issues, and plan/coordinate activities and logistics for meetings, retreats, workshops, and other engagement campaigns.
  • Work constructively to establish and maintain effective relationships with a wide range of people and position levels as well as public and private organizations.
  • May utilize analytical software such as ArcGIS, mapping and geospatial tools to collect and analyze data, draw charts and graphs of housing and related data.
  • Perform other duties as assigned.

Qualifications

  • Graduation from a recognized college with a Bachelorโ€™s degree, preferably with major study in public or business administration, public policy, urban planning or closely related field.
  • Minimum of three (3) years progressively responsible experience in public or nonprofit community programs including the preparation of complex written reports, data analysis and/or contract management.
  • Masterโ€™s degree is highly desirable.
  • Possession of a valid California driverโ€™s license.

  • Research techniques and statistical analysis including geographic information systems.
  • Ability to manage multiple projects and work assignments.
  • Conduct research studies and prepare clear, concise, and logical oral and written analysis.
  • Evaluate and recommend improvements in operations, systems, procedures, policies, and methods.
  • Work independently with minimal direction and analyze situations accurately.
  • Communicate effectively, both orally and in writing.
  • Utilize computers and software applications relevant to the professional projects assigned.

  • Anticipated hiring pay scale: Candidates are expected to start at step one of an eight-step salary range unless there are special exceptions.
