[Hiring] Capital Projects Manager @Montgomery County

Role Description

The MCDOT Division of Parking Management is looking for a Capital Project Manager with a professional background in managing complex capital improvement projects, including:

• Planning
• Design
• Construction
• Completion
• Acceptance
• Close-out

Major responsibilities will involve:

• All aspects of design and implementation of the multi-million-dollar Bethesda, Wheaton, and Silver Spring Garage Renovation projects.
• Managing large-scale projects ($10 million plus) and potentially public-private partnerships.

The ideal candidate will have considerable knowledge of and experience with:

• Engineering design and construction scheduling, budgeting, and scope control of multiple projects.
• Reviewing submittals for technical requirements and compliance with applicable local, state, and national codes and standards.
• Developing, negotiating, and administering contracts to procure professional engineering services.
• Preparing plans, specifications, and cost estimates.
• Guiding projects through the permitting, public involvement, and mandatory referral processes.
• Working in 3D engineering workflows using collaborative online design and document management platforms.
• Working in a team environment with professionals such as planners, architects, engineers, contractors, property acquisition specialists, and construction representatives.

Professional Engineer (P.E.) certification or Engineer-In-Training (E.I.T.) who has taken the fundamentals of Engineering Examination is a plus, although not a requirement.

Performs related duties as required.

Qualifications

• Five (5) years of professional experience in design/construction project management, contract administration, and quality control.
• Graduation from an accredited college or university with a bachelor’s degree in architecture, Civil/Structural Engineering, Construction Management, or a related field.
• An equivalent combination of education and experience may be substituted.
• Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

Requirements

• Completion of a pre-employment medical history form to assess ability to safely perform the essential duties of the role.

Preferred Criteria, Interview Preferences

• Experience in project management specific to the construction of parking garages and/or commercial or residential buildings.
• Experience in commercial construction management concepts, principles, and practices.
• Experience in large Solar development, or a large array of Electric Vehicle charging stations, or energy storage systems is a plus.
• Manage projects in design and construction phases, including experience in value engineering.
• Experience in County insurance and procurement requirements, County permitting, and other regulations.
• Experience in state-of-the-art building materials and processes, materials testing processes, and traditional trade practices.
• Experience in problem solving to develop or review designs and specifications of moderate to high complexity.
• Experience in using current office software suites and specialized architectural and engineering software.
• Experience in 3D or 4D engineering workflows.
• Experience reviewing engineering designs and contract documentation prepared by others.
