Role Description

This position provides oversight and support for the Children’s System of Care (CSOC) across multiple levels, including state agencies, Mercy Care, provider organizations, and children and families served. The role serves as a key resource for behavioral health providers by delivering technical assistance, consultation, and operational support to improve service delivery and outcomes for children and families.

This position collaborates with a broad range of stakeholders, including Child Welfare, the Division of Developmental Disabilities (DDD), educational systems, Juvenile Justice, community partners, and regulatory agencies to address complex service delivery issues and advance system-wide initiatives.

This person is accountable for the planning, implementation, and ongoing management of projects with complex scopes, multiple stakeholders, and measurable deliverables. This role ensures projects align with organizational objectives, are completed on schedule, and achieve desired business outcomes. Success in this position requires strong project management, communication, and relationship-building skills, as well as the ability to work effectively across multiple departments and functional areas.

Primary Responsibilities

  • Collaborate with Mercy Care internal departments, including Member Services, Grievance and Appeals, Network Management, Quality Management/Quality Improvement, and Medical Management, to identify provider needs and facilitate technical assistance that supports improved outcomes for children and families.
  • Lead assigned projects from inception through completion by developing project plans and timelines, identifying key milestones, monitoring progress, and securing resources necessary to achieve project objectives.
  • Serve as a Subject Matter Expert (SME) in designated CSOC program areas and provide guidance to internal and external stakeholders.
  • Review contracts, program requirements, and operational processes to ensure compliance with contractual, regulatory, and organizational standards across multiple lines of business.
  • Oversee the development, monitoring, and reporting of key performance indicators, operational metrics, and stakeholder deliverables.
  • Partner with internal departments to develop reporting mechanisms that identify system trends, monitor performance, support decision-making, and address emerging service needs.
  • Analyze complex data from multiple sources and present findings, recommendations, and action plans to leadership and stakeholders.
  • Respond to inquiries and requests from system partners, including Child Welfare, DDD, Juvenile Probation Offices (JPO), Arizona Department of Juvenile Corrections (ADJC), schools, community organizations, parents, caregivers, and regulators regarding care coordination and behavioral health service delivery.
  • Support developing and implementing training related to services and processes associated with Children’s Population and the Children’s System.
  • Provide consultation and technical assistance to provider agencies to ensure compliance with policies, procedures, contracts, quality standards, member record documentation requirements, and other regulatory expectations.
  • Conduct provider reviews, including record reviews, staff interviews, and client interviews, to assess compliance and identify opportunities for improvement.
  • Facilitate meetings, workgroups, presentations, and training sessions for internal and external stakeholders.
  • Able to communicate effectively with leadership, providers, community partners, and multidisciplinary teams.
  • Participate in community-based activities and travel throughout Arizona as required.
  • Work occasional evenings and weekends to support business needs, stakeholder engagement, and project deliverables.
  • Support all Mercy Care’s lines of business for Children’s System of Care.
  • Perform other duties as needed.

Qualifications

  • 3-5 years of experience in the behavioral health field.
  • 1-3 years of experience managing projects, meeting deadlines, and successfully delivering complex initiatives.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, as well as the ability to navigate internal and external technology systems.
  • Must reside in Arizona.
  • Willingness to work occasional evenings and weekends.
  • Willingness to travel up to 10% of the time within Arizona.

Preferred Qualifications

  • Strong verbal, written, and interpersonal communication skills.
  • Proven ability to build collaborative partnerships and work effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills, including the ability to interpret data and develop actionable recommendations.
  • 2+ years of experience working within the Arizona Medicaid Behavioral Health System.
  • 1-2 years of experience collaborating with key child-serving systems, including Child Welfare, the Division of Developmental Disabilities (DDD), Juvenile Justice, or educational systems.
  • Knowledge of Mercy Care lines of business, including ALTCS (Arizona Long Term Care System), DCS CHP (Department of Child Safety Comprehensive Health Plan), DDD, and ACC-RBHA (AHCCCS Complete Care Regional Behavioral Health Agreement).
  • Bachelor's degree in Social Work, Counseling, Psychology, Public Administration, Healthcare Administration, or a related field.

Pay Range

The typical pay range for this role is: $46,988.00 - $102,000.00. This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
