Role Description

The Associate Program Manager for Home Weatherization serves as a key contributor to the success of the ICF retrofit engagement initiative, working closely with the Senior Program Manager to ensure seamless program execution. In this role, the Associate Program Manager supports the operational and management aspects of delivering energy efficiency services to income-qualified households, helping to advance program goals and maintain compliance with regulatory standards.

• Manage the full lifecycle of retrofit projects from customer intake to post-installation quality assurance.
• Ensure effective implementation of weatherization measures that meet program requirements.
• Act as a liaison between internal teams, trade allies, and community partners.
• Contribute to data tracking and reporting, identifying operational bottlenecks, and recommending solutions.
• Support the Senior Program Manager in delivering meaningful outcomes for households and communities.

Qualifications

• Familiarity with weatherization measures, energy audits, and health & safety protocols is a plus.
• Strong organizational and communication skills.
• Proficiency in Microsoft Office Suite and CRM platforms.
• Excellent communication and interpersonal skills.
• Ability to work with all levels of internal employees, as well as outside clients and vendors.
• Experience working with income-qualified programs or utility-sponsored initiatives.
• Knowledge of NJ Shares, Census Tract eligibility, and community outreach strategies preferred.
• Bilingual (English/Spanish) preferred.

Requirements

• Bachelor’s degree in energy management, environmental science, public administration, or related field (one year of experience can be substituted for one year of education).
• 5+ years of experience in program coordination.
• Must have experience in energy efficiency or housing services.
• Must be able to travel 20% of the time.
• Must be able to pass a background check, have a valid driver’s license, and successfully pass a Motor Vehicle Records (MVR) check and drug screening.
