Role Description

WSP USA is initiating a search for an experienced leader to serve as an Air Force Environmental Program Manager. The position may operate from any mutually agreed WSP office in the United States. This role is primarily responsible for the successful management and delivery of environmental programs and contracts supporting the U.S. Air Force and related Department of War clients.

  • Provide overall leadership and accountability for assigned Air Force environmental programs, contracts, and task orders.
  • Serve as the primary program-level point of contact for Air Force and WSP leadership, maintaining clear communication regarding priorities, performance, risks, and required decisions.
  • Oversee contract and task-order execution to ensure compliance with scope, schedule, budget, quality, safety, security, and contractual requirements.
  • Establish program governance, operating procedures, performance measures, reporting expectations, and escalation protocols.
  • Direct program financial management, including revenue and cost forecasting, backlog review, margin performance, invoicing, accounts receivable coordination, and corrective-action planning.
  • Lead resource planning and coordinate with operational and technical leaders to assign qualified staff, maintain continuity, and address workload or capacity constraints.
  • Guide and support project and task-order managers through project startup, execution, monitoring, change management, and closeout.
  • Monitor program and task-order performance, identify emerging risks or variances, and implement timely recovery or mitigation actions.
  • Ensure consistent application of WSP quality-management and health-and-safety requirements, including appropriate reviews, documentation, and follow-through on corrective actions.
  • Coordinate subcontractor and teaming-partner performance, including work allocation, deliverable integration, compliance, and issue resolution.
  • Promote technical consistency and knowledge sharing across projects, installations, disciplines, and regional delivery teams.
  • Oversee preparation and submission of required program reports, deliverables, invoices, status updates, and client briefings.
  • Support contract modifications, requests for equitable adjustment, performance evaluations, audits, and other contractual or administrative actions in coordination with contracts and legal personnel.
  • Maintain strong client relationships through responsive program delivery, proactive communication, and effective resolution of issues, with the goal of achieving favorable client feedback and CPARS ratings.
  • Coordinate with other federal accounts and programs when shared resources, technical expertise, or integrated delivery approaches are beneficial.
  • Support recompetes, task-order responses, and client planning by providing program delivery strategy, staffing plans, past-performance information, technical input, and lessons learned.
  • Mentor program and project managers and contribute to succession planning, staff development, and recruitment for critical program-delivery roles.

Qualifications

  • 15+ years of experience managing environmental, engineering, remediation, compliance, or related programs for the U.S. Air Force.
  • Bachelor's degree in environmental science, engineering, geology, program management, business management, or a related field. Advanced degree or relevant professional certification is preferred.
  • Demonstrated experience managing federal contracts and multiple concurrent task orders, including scope, schedule, budget, staffing, subcontractors, deliverables, and performance metrics.
  • Strong understanding of federal contracting requirements, task-order execution, contract compliance, quality management, and client reporting.
  • Experience leading geographically dispersed, cross-functional teams and coordinating technical, operational, financial, and contractual stakeholders.
  • Demonstrated ability to identify and resolve program risks, delivery issues, staffing constraints, and contractual challenges in a timely manner.
  • Strong leadership and communication skills, with the ability to establish accountability, support collaboration, and maintain productive client relationships.
  • Commitment to health and safety, quality, ethics, compliance, technical excellence, and internal and external client service.
  • Knowledge of Air Force environmental programs and project delivery requirements, including experience supporting installation-level and enterprise-wide programs.

  • Expected Salary (all locations): $163,800 - $243,200.
