Duties & Responsibilities

  • Lead engagement with Government mission owners, users, product stakeholders, and technical delivery teams.
  • Elicit, analyze, document, validate, and manage functional and mission requirements.
  • Decompose mission needs into clear, measurable, testable, and traceable requirements.
  • Develop and refine user stories, use cases, acceptance criteria, workflows, and related functional documentation.
  • Assess backlog readiness and work with delivery teams to prepare requirements for sprint planning and implementation.
  • Maintain end-to-end traceability among mission needs, requirements, user stories, design decisions, acceptance criteria, test results, training materials, and released capabilities.
  • Coordinate mission-owner input for Concepts of Operations (CONOPS), requirements packages, interface considerations, and solution-development activities.
  • Own and maintain the User Training Plan in coordination with Government representatives, technical subject matter experts, trainers, and release teams.
  • Coordinate the development and review of user guides, job aids, release notes, training materials, and other user-facing documentation.
  • Establish and manage structured user collaboration, feedback, and validation processes throughout the software-development lifecycle.
  • Facilitate requirements workshops, backlog-refinement sessions, user reviews, demonstrations, and feedback sessions.
  • Coordinate user acceptance criteria and support user acceptance, operational validation, and release-readiness activities.
  • Translate user feedback and operational lessons learned into prioritized requirements, backlog updates, and improvement recommendations.
  • Coordinate release communications with Government mission owners, users, training personnel, and technical teams.
  • Identify requirements gaps, conflicting stakeholder needs, dependencies, and traceability risks and drive them to resolution.
  • Support Agile planning, sprint reviews, demonstrations, retrospectives, and release-planning activities.
  • Ensure mission requirements and user needs remain aligned with system architecture, integration requirements, scalability objectives, and operational priorities.
  • Prepare briefings, status updates, decision materials, meeting minutes, and other program documentation.
  • Support continuous improvement of requirements-management, stakeholder-engagement, training, and user-feedback practices.

Qualifications

  • An active Secret clearance or higher.
  • A bachelor’s degree in information systems, business, or a related field, or an equivalent permitted by the applicable labor category.
  • At least eight years of relevant professional experience.
  • Experience performing requirements analysis and decomposing complex mission or business needs into actionable requirements.
  • Experience developing and managing user stories, acceptance criteria, and requirements traceability.
  • Experience coordinating requirements and deliverables across mission stakeholders, users, analysts, developers, testers, trainers, and other technical teams.
  • A current business analysis or Agile certification.
  • Ability to lead stakeholder-engagement sessions, requirements workshops, backlog-refinement discussions, and user-feedback activities.
  • Ability to produce clear functional requirements, workflows, training inputs, user documentation, release communications, and decision-support materials.
  • Strong written and verbal communication skills, including the ability to translate technical information for mission and operational audiences.
  • Strong organizational and analytical skills with the ability to manage competing priorities, dependencies, and cross-team actions.

Preferred Qualifications

  • Experience supporting federal or Department of Defense software-development, modernization, or systems-engineering programs.
  • Experience supporting Government mission owners or serving as a liaison between operational users and technical delivery teams.
  • Experience developing or coordinating CONOPS inputs, user training plans, user guides, release notes, and other operational documentation.
  • Experience working in Agile, DevSecOps, or hybrid federal software-delivery environments.
  • Experience supporting user acceptance testing, demonstrations, release readiness, and operational validation.
  • Familiarity with requirements-management and Agile collaboration tools such as Jira, Azure DevOps, Confluence, or comparable platforms.
  • Familiarity with requirements traceability matrices, process modeling, workflow analysis, and backlog-management practices.
  • Knowledge of secure software-development and systems-engineering practices applicable to federal or DoD environments.
