Role Description

This Technical Product Manager will be accountable for delivery of large-scale PBM modernization initiatives spanning Claims, Eligibility, Source-of-Truth platforms, cloud migration, and legacy decommissioning, with measurable outcomes across cost, risk reduction, resiliency, and time-to-value.

The Technical Product Manager leads planning, execution, and delivery of complex, multi-year PBM modernization programs supporting Optum Rx’s core processing platforms. This role is responsible for orchestrating cross-functional delivery across Claims SOT, Eligibility SOT, RxClaim modernization, cloud migration, and regulatory initiatives (e.g., F6), ensuring predictable execution, transparency, and business outcomes at scale.

Primary Responsibilities

• Define and maintain integrated program plans, milestones, and dependency maps across Claims, Eligibility, and platform modernization initiatives
• Drive execution across multiple workstreams using agile and hybrid delivery models
• Track and report program health, risks, issues, and dependencies to executive stakeholders
• Lead and influence cross-functional teams spanning engineering, product, architecture, operations, data, and compliance
• Drive alignment, resolve blockers, and manage inter-program dependencies
• Manage program financials, forecasts, and benefits realization
• Identify and mitigate delivery, operational, and technology risks
• Accelerate initiatives such as F6, cloud migrations, and SOT adoption
• Support reduction of legacy footprint and measurable cost savings
• Define and track KPIs tied to schedule predictability, quality, resiliency, and business impact

Qualifications

• 8+ years of product management experience
• 4+ years of experience in IT software engineering delivery
• 4+ years of experience with Agile methodologies, backlog management, and iterative product development
• 2+ years of AI experience with AI frameworks and services for decision-making, automation, and efficiency improvements
• 2+ years of experience in MS Office suite (Word, Excel, Visio, PowerPoint)

Preferred Qualifications

• Proven understanding of the healthcare system (authorizations, claims, eligibility, referrals, provider, etc.) in the Optum Tech environments
• Experience and skills in relationship management and active listening
• Solid written and verbal communication skills for articulating product vision and outcome-based roadmap aligned with business objectives and modernization goals
