Role Description
The Supervisory Health Systems Specialist - Credentialing and Privileging Manager oversees all functions related to healthcare providers' professional credentials supporting all divisions of the VA Medical Center (VAMC). The incumbent is responsible for working collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the C&P program.
Responsibilities

Serves as a Supervisory Health Systems Specialist, titled Credentialing and Privileging (C&P) Manager, in the Medical Staff Office under the Chief of Staff (COS) at a VAMC.

Oversees healthcare professional credentialing for all VAMC healthcare providers, ensuring compliance with VHA C&P Directives, VA Policies, TJC Standards, and relevant regulations.

Reports to and is supervised by the COS.
Supervisory (25%):
-
Identifies and reports to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program.

Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions.

Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinates based on priorities, complexity, and employee skill level; evaluates work performance mid-year and annually, and provides regular feedback on employees' strengths and weaknesses.

Provides advice, counsel, and instruction to employees on work and administrative matters; serves as approving official for leave requests and credit card purchases and reconciliations.

Identifies developmental and training needs of employees; provides or arranges for needed development and training; advocates for training resources.

Interviews and selects candidates for vacancies, promotions, details, and reassignments; applies EEO and merit promotion principles to ensure non-discrimination.

Supervises up to 16 GS-0671-09 Specialists, 4 GS-0671-09 Analysts, and 1 GS-0671-11 Lead Specialist or Assistant Manager.
Senior Program Advisor (25%):

Provides consulting and guidance to local leadership and C&P employees on all aspects of the facility's C&P program.

Determines appropriate actions from VISN and local reviews and oversees initial and recredentialing processes.

Analyzes audit results, interprets quarterly report card data, researches credentialing requirements, identifies privileging issues, drafts updates and revisions of C&P sections of facility Medical Staff Bylaws, and ensures program compliance.
Quality Assurance (25%):

Responsible for ensuring quality assurance in the facility's C&P program.

Implements mechanisms to monitor and evaluate completed tasks for compliance with established policies and procedures.

Participates in policy and decision-making initiatives at the VAMC.

Conducts supervisory reviews of completed tasks and makes recommendations for improvement.

Utilizes evaluation results to improve organization/program performance.

Validates processes that are working efficiently to identify dysfunctional process issues early on.

Develops statistical, graphical, and narrative reports justifying training or changes in processes.
Program Account Administrator (25%):

Coordinates with Service Chiefs, VISN Chief Medical Officer, and Committee for Reviews and Recommendations when query results require action.

Ensures all mandatory reviews and recommendations are documented in the electronic credentialing database.

Serves as the administrator for the Federation of Medical Boards.

Manages query submissions and results; ensures primary source verifications are obtained and processed via quality control review.

Performs other C&P program related duties as assigned.

Time-In-Grade Requirement: Applicants must have served 52 weeks at the GS-11 level for a GS-12 position.

Individual Occupational Requirement (IOR): Requires specific education or experience to be met for appointment into this job series.
Requirements

Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields.

Specialized Experience: Progressively responsible analytical or administrative experience in the health care field.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience.
