Role Description

The Veterans Integrated Service Network (VISN) Clinical Resource Hub (CRH) Psychology Program Manager is a VISN based leadership position located in VISN 23. The CRH Psychology Program Manager is under the general supervision of the VISN 23 CRH Mental Health (MH) Section Chief. This position is responsible for the leadership, management, and operations of assigned V23 CRH Programs and supervision of assigned direct reports.

Major duties include, but are not limited to:

• Clinical Functions:
  • The incumbent must use a high level of skill in assessing and treating complicated psychosocial problems.
  • Completes thorough psychosocial assessments and treatment plans skillfully via telehealth modalities.
  • Provides time-limited, evidence-based psychotherapy with individuals, couples, and families, crisis intervention, supportive counseling, and referral for resources and benefits.
  • Maintains high level of skill and expertise to establish and maintain effective therapeutic relationships with patients and/or their families.
  • Independently works with Veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems.
  • Participates as a member of the treatment team and actively collaborates with Veterans and family as well as interdisciplinary treatment team members in the development and implementation of a treatment plan.
  • Possesses a working knowledge and experience in use of mental health and substance abuse diagnoses and treatments, including acute, chronic and traumatic illnesses.
  • Facilitates discharge planning through collaboration with Veterans and their families as well as interdisciplinary treatment team members.
  • Provides consultation and education to Veterans and their families regarding community resources, VA benefits, and specialty programs.
  • Provides consultation to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families.
• Program Manager/Supervisory Responsibilities:
  • Responsible for monitoring the efficiency, effectiveness, timeliness and quality of the VISN 23 CRH specialty services.
  • Provides operational oversight for the CRH Behavioral Health Interdisciplinary Program (BHIP), Gero-Psychology, and Neuropsychology programs.
  • Program and directs clinical functions, such as timely therapy assignments and accurate documentation in electronic health medical record systems.
  • Reviews staffing patterns and work assignments to ensure appropriate staffing levels.
  • Identifies areas for improvement, gathers relevant data, assesses the data, develops and implements ideas for improvement, and evaluates efficacy of improvements.
  • Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.

Qualifications

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• English Language Proficiency: Applicants must meet the English Language Proficiency requirement for positions in this occupation.
• Education:
  • Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA).
  • OR have a doctoral degree in any area of psychology and successfully complete a respecialization program.
  • OR have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
• Internships:
  • Have successfully completed a professional psychology internship training program that was accredited by APA or CPA.
  • OR new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable.
  • OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 are considered acceptable.
  • OR applicants who completed an internship that was not accredited by APA or CPA may be considered eligible for hire if they are currently board certified by the American Board of Professional Psychology.
• Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level.

Requirements

• At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
• Demonstrated Knowledge, Skills, and Abilities:
  • Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
  • Knowledge of and ability to utilize evidence-based practices and clinical practice guidelines.
  • Ability to deal effectively with individuals or groups representing widely divergent backgrounds.
  • Skill in managing and directing the work of others to accomplish program goals and objectives.
  • Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  • Ability to establish and monitor production and performance priorities and standards.
  • Ability to analyze organizational and operational problems and develop solutions.

Benefits

• This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.
• Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office.
• Remote: This position is authorized to work remotely, contingent on yearly approval from the Secretary of the VA.
